Position: State Program Administrator Manager Principal
Organization: Minnesota Department of Health (MDH)/
Description: This position, under general administrative direction, sets strategic direction for and manages the Office of Rural Health and Primary Care (ORHPC), which supports a strong, sustainable health care safety net system in rural and underserved urban areas. This position leads development of agency policy analysis, program development, implementation and investment responses on rural health and health care workforce issues and represents the agency with the legislature, governor's office, other state agencies and industry on these issues. This position oversees a large and complex budget, leads a more than 25 person section and manages a broad portfolio of safety net, rural health and health workforce programs and analysis. It coordinates agency activities in these areas with state, regional and federal advisory committees, other states and local agencies with related programs. This position develops and recommends budgetary and legislative proposals, including new or revised statutes, rules, policies, procedures, and budget requests in the areas of the state's health care safety net delivery system, rural health and health workforce. It provides expert advice and guidance to agency leadership, legislators and other policymakers and recommends approaches to resolve controversial, sensitive, and complex issues in these areas.
Required Qualifications: Masters degree or other advanced degree AND three years of progressive leadership responsibilities as a manager or supervisor; OR Bachelors degree AND five years of progressive leadership responsibilities as a manager or supervisor Additional requirements: "Knowledge, training and experience in public health, rural health, health care administration or health policy. "Knowledge, training and experience in administrative management sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances. "Knowledge of the principles of management, leadership and human relations sufficient to maintain ongoing positive relationships with subordinates, co-workers, administrative and executive leaders, and community stakeholders and partners.
Additional Desired Qualifications or Experience: Extensive knowledge of health and health-related policies, issues and trends impacting rural and underserved urban populations. "Strategic planning skills sufficient to guide critical resource and program activity decisions through political processes that include many levels within and outside the agency, other state and local agencies, various organizations, community groups and/or other stakeholder groups. "Effective presentation, group facilitation, and public speaking skills sufficient to professionally represent the program(s) and address various and diverse (external and internal) groups, organizations and media. "Understanding of procedural and political legislative processes sufficient to direct preparation of policy and budget proposals, to implement new and existing legislative requirements effectively, to testify to legislative committees, and to respond to requests from legislators. "Project administration skills sufficient to manage a complex state agency responsibility, analyze cost-benefit considerations, design, plan, establish time and cost controls, monitor progress and evaluate project results. "Analytical skills sufficient to guide development and implementation of quantitative and qualitative research projects and reports, and to interpret, evaluate and assess the impact of policy, legislative, and legal changes that impact the program.
