CHS Administration Handbook

The CHS Administration Handbook is a resource for administering community health services in Minnesota. The Admin Handbook was developed for local Community Health Services Administrators, but contains information that may also be helpful to public health nursing directors, environmental health directors, and others. It serves as both an introduction to community health services and as an ongoing resource manual.

This is the fourth edition of the Admin Handbook. The first edition was published in 1991, it was updated in 2000, and the third edition was published in 2005. This document is a completely revised and updated version of the 2005 edition. While you are welcome to print the handbook in its entirety, please note that it is our intention to regularly update the content, and that the most up-to-date version of the handbook can always be found online.

Public health practice is changing rapidly, and CHS Administrators and their staff face challenging new issues every day. In addition to regularly updating the content of this handbook, additional future chapters are planned and may include topics such as accreditation, quality improvement, eHealth, and more.
