LPH PPMRS Work Group Meeting Summary |

The 2006 PPMRS work group met for the last time via conference call. It approved the measures for Environmental Health and Infectious Disease with a few minor changes. Staff will make the changes and the final versions of all the measures will be on the PPRMS website by mid-October. Local public health will be notified when this occurs. The final draft measures will be submitted to SCHSAC in December for approval. The work group also recommended four WIC measures to be added to the Healthy Communities and Healthy Behaviors measures. Work group recommendations were discussed and revisions will be sent to the work group via e-mail for final approval. Some local public health departments have been approached by their software vendors who have asked for the measures. They (the measures) are public information and will be online soon. Half day video conference trainings for local public health on the measures will occur on December 14 and 18. Online reporting on the measures will begin close to January 1, 2007. Questions? The LPH PPMRS Work Group met twice in August. It met once in person on August 15 and met again via a conference call on August 30. Revisions to the performance measures for Infrastructure, Health Services and Healthy Communities and Healthy Behaviors were finalized, revisions were made to the Infectious Disease and Environmental Health performance measures, and recommendations were discussed. The LPH PPMRS work group participated in a conference call that focused on developing performance measures for the promote healthy communities and health behaviors area of public health responsibility. The group had four options/formats to select from. The work group chose the option that allowed for the differentiation of activity level: from to activity to implementing a program. The topics in this area will need to be modified. The work group continued their discussion on the connection between the action plan and performance measures. The LPH PPMRS Work Group met on July 20, 2006. The work group finalized the Performance Measures for the Prepare for and Respond to Disasters and Assist Communities in Recovery area. The work group made additional changes to Performance Measures in three other Areas of Public Health Responsibility. The next meeting, on August 15, will be used to confirm previous changes and to tackle the two remaining Areas of Public Health Responsibility: Protect Against Environmental Health Hazards and Promote Healthy Communities and Healthy Behaviors. LPH PPMRS Work Group Meeting Summary |

The LPH PPMRS Work Group met for the first time this year on June 7, 2006. The work group began reviewing feedback from the pilot test and the draft analysis of the Performance Measures for the six Areas of Public Health Responsibility. The work group made initial changes to several of the Performance Measures. The next few meetings will be used to further review and refine all the Performance Measures as needed. The next meetings are scheduled for July 20, August 15, and September 21.

The Local Public Health Planning and Performance Measurement Reporting System (LPH PPMRS) was built upon the work of three SCHSAC work groups: the Assuring Essential Local Public Health Activities Throughout the State Work Group, the Performance Measurement Reporting System (PMRS) Subcommittee (formerly know as the Outcomes Reporting System Subcommittee), and the Action Plan Implementation Work Group.
The three key purposes of the LPH PPMRS are:
In December 2005, SCHSAC approved several components of the LPH PPMRS including a revised set of statewide outcomes, performance measures, and the action plan format. Eventually the LPH PPMRS will incorporate all the reporting components mentioned in the LPH Act, so that it will be the main reporting system for local public health departments to report to the MDH. The LPH PPMRS will eventually contain the following components:
• Performance measures
• Financial, staffing and statistical report
• Action plan
• Local issues and priorities
• Assurances and agreements form
• TANF invoicing
A work group of SCHSAC (with representatives from the PPMRS Subcommittee and the Action Plan Work Group) is needed to oversee the further development of the reporting system.
Specific tasks the work group will oversee include the following:
• Make recommendations to address key development questions.
• Integrate the performance measurement and planning processes within the reporting system.
• Review feedback from pilot test.
• Create a mechanism for local input into the development and dissemination of information collected through the LPH PPMRS.
• Explore the potential for using the Omaha system as the taxonomy for the LPH PPMRS, or recommend another taxonomy.
• Identify and suggest ways to avoid duplicative data reporting to the MDH.
• Establish a mechanism for longer term monitoring of the reporting system and making necessary adjustments.
• Communicate with stakeholders regarding the development of the system.
• Stay apprised of relevant work with the MN-PHIN Steering Committee, the Accountability Review Process Work Group, and other groups that may impact the development of the LPH PPMRS.
• Establish a mechanism to receive end user input into the reporting system.
• Review action plan guidelines, tools, training.
Convene a work group comprised of local public health department staff, especially those who have participated on the PPMRS Subcommittee, the Action Plan Implementation Work Group, and the Accountability Review Process Work Group. The LPH PPMRS Work Group will begin its work by answering questions related to the online implementation of the performance measures and reviewing the recommendations of the PPMRS Subcommittee and the Action Plan Implementation Work Group.
