State of Minnesota Proclamation

WHEREAS: Healthy attitudes and accurate information about sex, sexuality and healthy relationships are essential to raising responsible, self-reliant young people; and

WHEREAS: Parents, primary care givers and other caring adults play an important role in helping young people make healthy decisions about sex, sexuality and healthy relationships; and

WHEREAS: Adolescents who have parents that are open, responsive, comfortable, and confident in discussions about sex and related issues participate less frequently in sexual risk behaviors; and

WHEREAS: Sexuality education is a process, not just a one-time "talk". Most young people prefer learning about sex from their parents or primary care giver, but many parents find these conversations difficult and need support and encouragement to start. Parents/guardians and their children should have many conversations about sexual health that are honest, age appropriate information, timely and from a trusted adult they feel comfortable talking to; and

WHEREAS: "Let's Talk Month" is a national and statewide initiative that supports partnerships between families and their communities in order to help foster positive attitudes about sexuality and promote open and honest conversation with young people about relationships and sexuality; and

WHEREAS: The Minnesota Department of Health will recognize "Let's Talk Month" through the "Make a Date" campaign which supports and encourages parents, primary care givers, and other caring adults to have open, honest and appropriate conversations with young people about sexuality to foster responsible and positive attitudes toward sexuality while also promoting healthy sexual behavior; and

NOW, THEREFORE, I, MARK DAYTON, Governor of Minnesota, do hereby proclaim the month of October 2018, as:

LET'S TALK MONTH

In the State of Minnesota.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great Seal of the State of Minnesota to be affixed at the State Capitol this 28th day of September.
