Becoming an MR&C Participant

In March, 2011, we replaced the VRV 2000 database with a statewide, web-based registration and issuance system, the Minnesota Registration and Certification System (MR&C). Pre-authorized individuals can register births and deaths with the Office of the State Registrar, Minnesota Department of Health using the Minnesota Registration and Certification System (MR&C).

This web-based system is paperless, ensures data confidentiality and security, and is designed to improve data quality and be user-friendly. The system incorporates HIPAA compliant security features such as access control, encryption and secure data transmission.

The system does not limit the number of individuals who can use the system at the same time, has built-in validating rules and users will soon be able to generate reports easily.

To “Get Connected” to the MR&C web-based system, you must be an authorized user to enter data or file vital events. To become a user, please fill out our interactive MMR User Enrollment form.
