The Health Risk Assessment Unit within the Division of Environmental Health at the Minnesota Department of Health (MDH) develops and establishes rules for contaminants in air and groundwater. MDH goes through a complex process to develop Health Risk Values for contaminants in air and Health Risk Limits for groundwater contaminants. MDH includes input from scientific experts, risk managers and the public in developing values.
