Health Risk Limit Rules for Groundwater
2012/2013 Rule Information

MDH amended the Current Health Risk Limits Rule for Groundwater (Minnesota Rules, Chapter 4717, Parts 7860 and 7500) in 2013. The Health Risk Limit (HRL) values were developed based on the risk assessment methods promulgated in the 2009 rule, as described in the 2008/2009 Statement of Need and Reasonableness (PDF: 1.05 MB/196 pages).
Substantive changes included:

  • Added new guidance values for six chemicals to Part 4717.7860 of the rule.
  • Outdated HRL values (adopted in 1993 and 1994) for six chemicals were repealed (in Part 4717.7500) and replaced (in Part 4717.7860) by new HRL values.
  • Formatting, notation, and numbering within the rule were updated to improve readability. These changes were cosmetic did not affect water guidance values.

Notice of Intent to Adopt - Dual Notice March 11, 2013 MDH published a Dual Notice of Intent to Adopt Rules under the Proposed Rules: (PDF: 281KB/38 pages) section in the Minnesota State Register.
Comments/requests for hearing received Official comment period: March 11, 2013 - April 10, 2013.

MDH received no comments or request for hearing during the official comment period.
