Business Case Content

A business case states whether the project is expected to provide water savings, energy savings, environmental innovation, and/or utilize Green techniques for storm water runoff or irrigation water demand.

A business case describes the savings, innovation, and/or Green techniques. Content should be succinct and convincing. There is no specified format. A couple paragraphs or a page description might be sufficient for some projects while others might require more explanation. Basic analysis and calculations must be provided. Supporting documentation might be necessary to substantiate claims. Project Examples provides more information.

Business cases that are based on water savings or energy efficiency should if possible have those efficiencies (e.g., gallons of water or kilowatts of electricity saved) converted into current, annual dollar savings. This can be done by stating the current retail water or electrical cost and multiplying that times the anticipated annual water or energy savings.

Customer service enhancements, personnel savings (reducing work time, eliminating work), and streamlining operations are worthy project outcomes, but they are not GPR eligible criteria.

A business case submission should include:

  • System owner name
  • Project name or brief description
  • What GPR objectives will be met (water savings, energy savings, innovation, "green")
  • Estimated GPR eligible project or component cost
  • Business case description
  • Contact person (in case there are questions)

Business Case Submission

Business cases are submitted by the system owner. Indicators are that a cover letter or the actual business case is on the system owner's letterhead, or from the system owner's email address.The due date for submitting business cases is March 29, 2011. Please submit them electronically to jeanette.boothe@state.mn.us at the Minnesota Department of Health. The alternative delivery options are:

The department of health determines if a business case is approved for GPR funding. Approved business cases for projects that are being funded will be posted at the GPR Business Cases Approved for Minnesota Funding section at this website. This is a U.S. Environmental Protection Agency requirement.
