Rules Handbook
Well Management Program

The Rules Handbook, A Guide to the Rules Relating to Wells and Borings, Minnesota Rules, Chapter 4725, is designed to assist readers in understanding and implementing the well and boring rules, Minnesota Rules, chapter 4725. The handbook contains the rule language effective August 4, 2008, followed by explanation, comment, diagrams and references. The handbook also contains a copy of Minnesota Statutes, chapter 103I, pertaining to wells, borings and underground uses, as well as selected portions of other laws and rules pertaining to wells. In addition, the handbook contains many reference materials including: lists of products such as drilling fluid additives that meet rule requirements, casing volume tables, conversion factors, maps and details about special well and boring construction areas, and considerable information on groundwater and water quality.

The Rules Handbook contains current copies of the rules and statutes as of the date of the handbook publishing; however, there may be more recent versions, and the handbook copies are not the official copies, which are located on the website of the Revisor of Statutes.

The Rules Handbook was prepared by the Well Management Section, Environmental Health Division, Minnesota Department of Health. Questions may be directed to the Well Management Section by email or by telephone at 651-201-4600 or 800-383-9808.
