State Rules Update

As part of our ongoing work to update the state rules that govern the Minnesota WIC Program, we published a Request for Comments in the Minnesota State Register on May 2, 2016, inviting members of the public to review and propose changes to the WIC Program rules. We sent a copy of this Request for Comments to all of our retail food vendors. It can also be accessed at the following link: www.comm.media.state.mn.us/bookstore/stateregister/40_44.pdf.

We are continuing to meet with the members of our Vendor Advisory Group to review and discuss our proposals, and to obtain their feedback. When we have compiled a final draft of the proposed amendments, we will publish another notice in the State Register, and will send all of you a copy of the publication.

WIC MATTERS Newsletter for Vendors March 2016 Edition

The March 2016 edition of the WIC Matters Newsletter for Vendors has recently been mailed out to every retail food vendor in the State. This edition of the newsletter includes information on the vendor survey we are currently conducting to help us better understand what's going well with WIC from the store perspective and what needs improvement. All WIC authorized stores are invited to take the survey. Also included is updated information on several topics including: the State Rules process, e-WIC planning, the next shelf price survey, recent compliance investigations and UPC/food products.

Updated Medical Formula Price List June 2015

The Medical Formula Price List has been updated to reflect the following price changes:

  • Nestle: Gerber Extensive HA, $25.25 max/can
  • Nutricia: Periflex Junior Plus (PKU Periflex Junior Plus), $53.30 max/can
  • Nestle: Boost Kids Essential 1.5, $2.07 max/container

Increase in Some Fruit Vegetable Voucher Amounts on October 3, 2015

Beginning on October 3, 2015, the amount of the fruit and vegetable voucher for pregnant and breastfeeding women will increase from $10.00 to $11.00. For breastfeeding women with multiple infants the fruit and vegetable voucher will increase from $15.00 to $16.50.

ALL Fresh Potatoes Are Now WIC-Allowed Vegetables

Beginning April 6, 2015, ALL fresh potatoes are WIC-Allowed vegetables and can be purchased using the WIC fruit and vegetable voucher. Some helpful information is listed below.

  • Every type of fresh potato your store carries, such as red, russet, purple and Yukon gold, is now WIC Allowed.
  • This includes bagged potatoes, individual potatoes and organic potatoes
  • All fresh potatoes, most canned potatoes and a limited number of frozen potatoes are available for purchase using the WIC Fruit and Vegetable voucher (also called FVV), just like other vegetables and fruits.
  • It is up to each store to update its scanning system and mark all of the fresh potato PLUs and UPCs that it carries as WIC Allowed (when purchased with the Fruit and Vegetable voucher).
  • UPCs for WIC-Allowed canned and frozen potato products were recently added to our online UPC lists of canned and frozen vegetables and can be accessed using the UPC Update links below. Keep checking our website for more UPC Updates.

Updated Maximum Prices for the WIC-Allowed Foods

The Minnesota WIC Program Maximum Price List has been updated based on the results of the price surveys that stores submitted in April 2015. There is also a Maximum Price List for Other Milk and Ready to Feed Formulas. These price lists can be accessed from the following webpage:

Egg Prices and Availability

With the uncertainty in the egg market due to the Avian Flu, the Minnesota WIC maximum price for eggs will continue to be monitored and revised as needed. If you experience any issues with the availability of large eggs at your store, please contact Rick Chiat at rick.chiat@state.mn.us for advice. New WIC Fruit and Vegetable Voucher for Infants

As a result of the final WIC food package rule published by USDA earlier this year, most infants 9-11 months old will now receive a $4 or $8 fruit and vegetable voucher in place of some of the 4 ounce infant fruit and vegetable containers that they now receive. These vouchers are different than the typical fruit and vegetable voucher because they list only fresh fruit and vegetables. Below is an example of an infant $4 fresh fruit and vegetable voucher:

Please make sure all store cashiers are made aware of this version of the fruit and vegetable voucher.

Sample Vouchers for Cashier Training

At the request of several stores, the Minnesota WIC Program has developed a Microsoft Word template that stores can use to print sample vouchers. These vouchers can be used in mock transactions to help train store cashiers on what it is like to shop with a voucher in the store and to help them better understand how to properly transact a WIC voucher.

The First and Last Day to Use dates on the vouchers can be changed to meet your training needs, and they are formatted to print three vouchers per sheet.

4.25 Ounce Beech Nut Infant Foods Are NOT WIC Allowed

Many Beech Nut brand infant fruits and vegetables are WIC Allowed, but a new product line of Beech Nut infant fruits and vegetables is packaged in 4.25 ounce jars and these are NOT WIC Allowed. All WIC Allowed fruits and vegetables must be in 4 ounce containers. WIC-Allowed Beech Nut infant fruits and vegetables in 4 ounce jars are labeled as Beech Nut Classics or Beech Nut Goya. In addition, the Beech Nut Homestyle Textures Stage 2 ½ product line has been discontinued.

The current 2014 WIC Shopping Guide will remain in effect until April 1, 2015. The new shopping guide will be sent to stores in March 2015 and will be effective April 1, 2015.

Two New WIC Food Items Will Be Available Beginning April 1, 2015

Effective April 1, 2015, 16 ounce whole wheat pasta and 32 ounce containers of yogurt will be allowed when listed on WIC vouchers.

Early in 2015, we will notify stores regarding which brands and types of yogurt and whole wheat pasta products are allowed. This should allow enough time for stores to order these products and have them in stock by April 1, 2015.

2015 Group Training

All stores are required to receive interactive training at least once every three years. We are now making plans to hold interactive group training sessions in the late Spring of 2015. We will provide further details regarding these training sessions in a future edition of this WIC Matters newsletter.

Revised WIC Formula Insert (to WIC Shopping Guide) Now Available

A revised WIC Infant Formula Insert is now available and can be ordered using the online order form found at: http://www.health.state.mn.us/divs/fh/wic/vendor/comm/ordering.html

The new version of the Formula Insert has been updated to reflect the change in the label and container sizes of the Similac Sensitive, Similac Total Comfort and Similac Spit Up formulas. This insert also indicates that medical documentation must be obtained before these formulas can be issued. Please note that this medical documentation takes place at the local WIC clinic and does not involve the stores. Stores must always provide the specific size, type and brand of formula that is listed on the voucher.

Similar to the previous version, English can be found on one side of the Formula Insert and Spanish is found on the other side.

Increase in Children's Fruit Vegetable Voucher Amount in May

Beginning in early May, 2014 you will see an increase from $6 to $8 in the amount of the fruit and vegetable voucher for children. The fruit and vegetable voucher for the pregnant and breastfeeding women who participate in the Program will continue to be $10. This is the first change resulting from the final food package rule published by USDA on March 4, 2014.

Similac Formula Container Size Changes

Summary of Changes:
The container sizes of three Similac powder infant formulas will soon be changing. Below are the changes and the anticipated dates that they will start to appear in stores:

Note: The UPC codes for these 3 products will not be changing. And the 12.4 ounce container of Similac Advance powder will not be changing.

Voucher Wording Changes:
To insure a smooth transition as the sizes of these three formulas change, we have revised the wording on the vouchers. Below is a chart of how the vouchers will be worded and a description of what formula WIC customers can purchase with their WIC vouchers:

If voucher lists: The WIC customer can receive:
12.6 OR 12.0 oz powder Similac Sensitive Any combination of 12.6 ounce Similac Sensitive and/or 12 ounce Similac Sensitive powder formula

Important Note:
During the transition to the new sizes of these formulas, it is important that you continue to order and have available a sufficient quantity of each of these formulas to meet the demands of your WIC customers.

WIC Shopping Guide Updated for 2014

The Minnesota WIC Shopping Guide has been updated for 2014. The 2014 Shopping Guide can be found online at:

There are several packaging size and product changes that are reflected in this version of the Shopping Guide. Please see the UPC/Product update posted on 12/18/2013 found at: UPC Update 12/18/2013 (PDF: 94KB/4 pages).

A summary of the primary changes made to the 2014 WIC Shopping Guide are listed below.

Packaging Size Changes

In accordance with recent guidance from USDA, the allowed packaging sizes have been slightly modified in the following food categories:

  • Allowed canned beans size changed to 15-16 ounce (from 14-16 ounce)
  • Allowed dry beans size changed to 16 ounce (from 14-16 ounce)
  • Allowed peanut butter size changed to 16-18 ounce (from 15-18 ounce)
  • Allowed oatmeal size changed to 16 ounce (from 14-16 ounce)

Product Changes:

  • Tortillas
  • Added Frescado's whole wheat Added Ortega whole wheat
  • Added Best Choice whole wheat and corn
  • Bread
  • Removed Wonder Soft Whole Wheat (discontinued)
  • Added Fareway Whole Wheat
  • Oatmeal
  • Removed Mother's brand (discontinued)
  • Added Food Club brand
  • Added Best Choice brand
  • Eggs: Brown eggs are no longer WIC Allowed. Brown eggs are typically organic, specialty and/or exceed our maximum price limits to be considered WIC Allowed.
  • Soy Beverage: Silk Soy Original has been WIC Allowed since August, 2013 and is now pictured in the Shopping Guide.
  • Canned Beans: The most common bean types are now specifically listed in the WIC Allowed section.
  • Peanut Butter: Several common peanut butter products that are not WIC Allowed are now listed in the "Not Allowed" section for peanut butter. This includes Skippy Natural and Jif Natural which are peanut butter spreads and Simply Jif which is packaged in a 15.5 ounce container.
  • Light Tuna: "No Wild Planet brand or other specialty brands" is now listed under the Not Allowed section. Specialty brands like Wild Planet exceed our maximum price limits.
  • Pink Salmon: Clarified that 5, 6, 7.5 and 14.75 ounce packages are considered WIC Allowed
  • Infant Foods
  • Removed the Up and Up brand. This brand, previously available at Target, has been discontinued.
  • Removed Tuv Taam brand. This brand is unavailable.
  • Removed HyVee brand. This brand has been discontinued. These products remain WIC Allowed until they are no longer available.
  • Added Tippy Toes brand. This brand is available at Coborn's and HyVee stores.

59 Ounce Refrigerated Orange Juice Removed from UPC Listing

As previously communicated here on our Important Vendor News webpage and in our March 2013 WIC Matters newsletter, 59 ounce refrigerated juice is no longer WIC Allowed. All of the 59 ounce refrigerated orange juice products have been removed from our online UPC listing. Minnesota WIC vouchers listing juice now only list the 64 ounce juice size (or 11.5-12 ounce frozen juice). A list of the WIC Allowed 64 ounce refrigerated orange juices can be accessed at:

Shelf Price Survey

Earlier this month, each retail food store was sent a Shelf Price Survey (either directly or through your store's corporate office) that must be completed and returned to the address listed on the price survey. The deadline for the return of the price survey is October 23, 2013. The WIC Maximum Price List is updated based on the information gathered from these surveys. We expect the results of this latest price survey will be posted here in the "Important Vendor News" section of the web site around the middle of November.

Reauthorization Process

Your store's current agreement is set to expire on March 31, 2014. In early October, we will send your store (either directly or through your store's corporate office) a WIC reauthorization application and a new WIC agreement. If you would like your store to be considered for reauthorization as a WIC vendor, you will need to complete and return the application and WIC agreement by November 8, 2013. Full instructions will be included with the reauthorization packet that will be mailed out in early October.

Please note that your WIC reauthorization application must be filled out carefully and completely. Missing information may delay the renewal of your WIC authorization.

Similac Total Comfort 12.6 Ounce Powder Formula Allowed on WIC

There is an additional WIC-Allowed contract formula you will begin to see listed on WIC vouchers starting in June 2013. The product is Similac Total Comfort powder formula, in a 12.6 ounce container. The UPC code for this item is: 0 70074 62600 0.

Small Change in Look of Voucher

The Minnesota WIC Program has a new banking contractor as of May 1, 2013. You may notice some small changes in the appearance of WIC vouchers. Although the color of the vouchers will not change, the voucher overlay is slightly changed. The most visible change is that the authorized signature at the bottom of the voucher no longer has a box around it. See the sample voucher pictured below.

Mother's Brand Oatmeal Discontinued

We recently learned that Mother's brand oatmeal, UPC 30000 21641, will be discontinued as of July 1, 2013. To see the listing of other 16 ounce oatmeal options please click on the following link:

The Impact of Federal Sequestration on the Redemption and Payment of WIC Vouchers

There is much confusion and misinformation regarding the federal sequestration that went into effect on Friday, March 1st. Please note that the federal sequestration will have no effect on the redemption or payment of WIC vouchers. WIC participants are continuing to be served by the local WIC agencies and WIC participants have been instructed that they can continue to use their WIC vouchers without interruption.

All stores should continue to accept WIC vouchers and to process them normally.

59 Ounce Refrigerated Orange Juice Change

59 ounce refrigerated orange juice will soon no longer be a WIC allowed juice option for WIC participants. USDA is requiring that we eliminate 59 ounce refrigerated orange juice because it does not allow participants to receive the full amount of juice listed on their vouchers. Beginning April 1, 2013, all vouchers containing juice will only list the 64 ounce size of juice. Because of tri-monthly issuance, some participants will still have vouchers that reflect the 59 to 64 ounce juice range through the end of June.

We encourage every store to carry a 64 ounce size refrigerated orange juice if you do not currently have one available. There are a number of 64 ounce size refrigerated orange juices on our WIC –allowed UPC listing and all distributors should have at least one of these 64 ounce juices available for you to order.

New 18 by 24 inch “WIC Welcome Here” Poster Now Available to Order

A new "WIC Welcome Here" poster is now available. The new poster is larger, measuring 18 inches by 24 inches, and has a UV coating to minimize sun damage. The smaller size poster, 11 inches by 17 inches with no UV coating, is still available as well.

WIC MATTERS Newsletter for Vendors March 2013 Edition

Suggestions from Summer WIC Vendor Training Sessions

Thank you to all who attended a summer WIC vendor training session and for providing us with valuable feedback. We have reviewed your comments and wanted to provide you with a response to the most common issues that you raised:

Do we have to cover the same information at every group training session?
We are required by federal guidelines to cover certain topics at each group training session, such as how to transact a voucher. When possible, we will try to reduce the amount of time we devote to these items in the future.

Can refreshments be provided at the training sessions?
We do not have a budget for providing food or drink at group training sessions. We will be sure to let you know this when we schedule the next training sessions, so you may plan accordingly.

Could you schedule the trainings at a different time of the year?
We recognize that summer is a busy time for stores and will plan to schedule our next group training sessions in the Spring to help address this concern.

Will we continue to offer videoconference training sites?
This year was our first time offering videoconference training sessions in addition to in-person training sessions. Several stores found this option to be very beneficial. We plan to continue to offer videoconference training sessions, but will probably offer fewer training sites, due to low attendance. We will also adjust our presentation and our materials so that it is easier to view the information that we are presenting.

Can we offer a webinar/online training session?
Several people expressed the desire to attend training via a webinar/online session. We piloted this option to see how it would work and it did appear to work well. We will plan to expand this option in the future.

Do we anticipate making changes to our shelf labels or WIC store signs?
We received much feedback about our shelf labels. A number of stores like and use our current shelf labels and other stores have appreciated our flexibility in allowing them to develop their own. Based on the feedback we do not plan to revise the shelf labels at this time, but stores do have the option to create their own shelf labels with our approval. Infant Formula Bid Award

As we previously communicated to you, our current infant formula contract with Abbott Nutrition ends on September 30, 2012. A new Infant Formula Bid was issued in January 2012. The infant formula bids were opened March 20th and the bid award was announced recently. Three companies submitted bids: Mead Johnson, Abbott Nutrition and Gerber, a subsidiary of Nestle.

Abbott Nutrition has been awarded the contract for our milk-based formulas, for at least the next three years. This means that there will be no change in the minimum stock requirements for the primary formula issued by the WIC program.

However, Gerber and its Good Start soy-based powder, concentrate and ready-to-feed formulas has been awarded the contract for our soy-based formulas. This change will mean that effective October 1st, all vouchers for soy-based formula will reflect the new Gerber soy formulas. Consequently, if you have WIC customers who are receiving soy formula, you need to be sure that you have Gerber Good Start soy formula available for these customers to purchase on October 1st.

Reminder to Sign up for Store Group Trainings Summer 2012

Store Group training sessions will be held across the state this summer. Interactive training is required for WIC-authorized vendors every three years. This year, we will offer in-person as well as video conference options for attending training, and online registration will be available. Information about training session dates, times and places was sent to you in late April, along with instructions on how to register.

Shelf Price Survey Due April 25, 2012

Your store should have received the Spring 2012 Shelf Price Survey (either directly or through your store's corporate office) that must be completed and returned to the address listed on the price survey. The deadline for the return of the price survey is April 25, 2012.

WIC Allowed Refrigerated Orange Juice Changes

Updated: March 5, 2012
As a result of the downsizing of the name brand refrigerated orange juices that have occurred over the past year, we have made a change in the WIC Allowed juices:

  • Effective March 1, 2012, WIC customers can purchase WIC Allowed brands of refrigerated orange juice in either a 59 or 64 ounce size container.
  • WIC participants will begin to receive vouchers in March that list the option to purchase either a 59 or 64 ounce container of 100% juice. Once this message appears on the WIC vouchers, WIC customers shopping at your store should be allowed to purchase either a 59 ounce or a 64 ounce size container of refrigerated orange juice in the brands authorized for the program. If a WIC customer still has a voucher that reflects the 64 ounce size containers of juice, your store can allow that customer the option to purchase a WIC allowed 59 ounce size container of refrigerated orange juice in lieu of the 64 ounce size container.
  • There are several 59 ounce refrigerated orange juices that are not WIC Allowed because they do not provide 120% Vitamin C per serving. These products include Minute Maid Pure Squeezed orange juice and all of the Simply Juice products. Please also note that there are no 59 ounce 100% grapefruit juices that provide 120% Vitamin C per serving.

The Cashier Training DVD is now available for viewing online. This DVD is a great tool for educating new store cashiers on the handling of WIC transactions and can serve as a good reminder for existing staff on the current WIC foods and how to process WIC vouchers correctly. Change in Agency Numbers on Green Color WIC Vouchers

You may have noticed that the WIC Agency numbers printed on the green color WIC vouchers are different from what you may have been used to before. These Agency numbers have changed with the new WIC computer system used to print the vouchers.

Revised Maximum Prices for the WIC-Allowed Foods

The Minnesota WIC Program Maximum Price List (PDF: 17.98KB/2 pages) has been updated based on results of the price surveys that stores submitted in October 2010.

Update on the Green Color WIC Vouchers

As detailed on page in the WIC Matters vendor newsletter, your store may already be seeing or will soon be seeing the light green color WIC vouchers which will gradually replace the rose/pink color vouchers that you are familiar with. Both the rose/pink and green color Minnesota WIC vouchers must be accepted at your store.

The color of the vouchers is changing as we rollout a new computer system throughout the state. This system was rolled out in Dakota County in September and in Hennepin County in November. Ramsey County will be rolled out in early January 2011 followed by the rest of the state. By the end of March 2011, all counties in the state will have this new computer system, and will be issuing only green vouchers. There will be no more rose/pink color vouchers presented to your store after June 30, 2011.

List of WIC-Allowed Canned Beans Expanded

Many more canned beans have been added to the WIC-Allowed Food list, due to the allowance of canned beans with added sugar. This change means that WIC participants should have an easier time selecting canned beans, including kidney beans.

WIC Shopping Guide Updated, Reprinted and Now Available

The WIC Shopping Guide has been updated for 2011.

The main updates you will see in the revised WIC Shopping Guide are listed below:

1. The Juice page was redesigned:

  • All of the WIC-Allowed 64 ounce shelf-stable name brand juices are now pictured. There is also a listing of the store brand juices.
  • The 59 ounce size juice containers have been added to the NOT ALLOWED listing for juices.
  • We will continue to monitor the size of the orange juice containers in 2011.
  • Minute Maid orange juice is one name brand refrigerated orange juice that is still packaged in a 64 ounce container. There are a number of store brand refrigerated options that are also available.

2. The Whole Grains page now contains pictures all of the name brand Tortillas and Breads that are WIC-Allowed. It also lists the allowable store brands.

3. The Beans and Peanut Butter page has a new look, but the main change is that canned beans with added sugar are now considered WIC-Allowed.

4. The Infant Foods page has been revised:

  • All of the Nature's Goodness brand products have been removed, as the company is no longer manufacturing those products.
  • The infant formula pictures and product size information have been updated.
  • The specific brands of the 4 ounce WIC-Allowed twin packs of infant fruits and vegetables are now pictured:
  • The Up and Up brand is available only at Target.
  • The Parent's Choice brand is available only at Wal-Mart.
  • The HyVee brand is available only at the HyVee stores.

An updated Cashier Training DVD is now available. The DVD reflects current WIC foods and contains guidance on WIC transactions. One copy will soon be sent to each store. More can be ordered using the following link:

The online UPC/Product listing of WIC-Allowed foods is often revised. Revisions identify new brands, discontinued products and product changes sent to us by the manufacturer. Changes to this list are complied on an Update page and can be found on the website at:

WIC Matters Newsletter

The latest edition of the WIC Vendor Newsletter, entitled WIC Matters, was recently mailed out to every retail food vendor in the State. MN WIC Shelf Labels

We have developed Minnesota WIC shelf labels that stores can print out and use immediately. We will be sending these shelf labels out to be printed and will mail them out to stores as soon as they are available.

Maximum Prices for the New WIC-Allowed Foods

Listed below are the maximum prices assigned to the new WIC foods that WIC customers can begin to purchase on August 1, 2009. The maximum prices for the current list of WIC foods remain the same as before (see the May 2009 maximum price list below).

Revised Maximum Prices for the WIC-Allowed Foods

The Minnesota WIC Program Maximum Price List has been updated based on results of the price surveys that stores submitted in April 2009.

Fresh Choices! Minnesota WIC Program Training Materials

The Minnesota WIC vendor unit is currently training all retail food WIC vendors on the August 1, 2009 changes in the Minnesota WIC foods. The materials that we are using in our training presentation include the following:

August 2009 WIC Food Package Information and Materials

This WIC WIC Vendor Requirements and Responsibilities section of the web site has been updated to include detailed information on the changes in the WIC foods that will take effect on August 1, 2009. State WIC Rule Changes

Earlier this year, we sent information to each store regarding possible amendments to the state rules governing the WIC Program. These amendments are primarily related to the food package changes discussed above. We have continued to work with the Vendor Advisory Group on the rule revisions, and expect to publish the proposed rule within the next few weeks. Revised Maximum Prices for the WIC-Allowed Foods

The Minnesota WIC Program Maximum Price List (PDF: 14.50KB/1 page) has been updated based on results of the price surveys that stores submitted in October 2008.

The Minnesota WIC Program Special Formula Price List (PDF: 30.32KB/4 pages) has been updated to reflect recent manufacturer pricing and product changes.

New Maximum Prices for WIC-Allowed Foods

The Minnesota WIC Program "Maximum Prices for WIC-Allowed Foods" has been updated based on the results of the price surveys that stores recently submitted. These revised prices take effect immediately.

State WIC Office Staffing Change

We have updated the Minnesota Vendor Contact list (PDF: 39KB/2 pages) to reflect the most recent staffing change that has occurred at the State WIC office. Erin Kelsey has replaced Rod Himon as a WIC Vendor Consultant. You can contact Erin at (651) 201-4415.

State WIC Rule Changes

We are starting to work on updating our current State WIC rule to accommodate the changes in the WIC foods that will take effect in August 2009. We have assembled a broad based vendor advisory group to discuss the proposed changes in the Rule and the key issues that stores may experience in implementing the food changes. We will soon be sending out to every store a "Request for Comments" notice concerning the proposed changes to the WIC Rule.

New Food Package Rule

As we discussed at the September training sessions, the United States Department of Agriculture has issued a new Rule changing the foods that are authorized for the WIC program. We will need to implement these food package changes no later than August 2009.

State WIC Office Staffing Changes

We have updated the Minnesota Vendor Contact list (PDF: 39KB/2 pages) to reflect the recent staffing changes that have occurred at the State WIC office. The first change is that Rod Himon has left his position as a WIC Vendor Consultant. We are currently in the process of filling this position. The second change is that Monica Denson has recently assumed a new position in the State WIC office as the WIC Program Integrity Specialist. Maximum Prices for WIC-Allowed Foods

The Minnesota WIC Program Maximum Price Listing (PDF: 30.31KB/1 page) has been updated to reflect the October 1, 2007 Ross Similac formula change and also contains an upward adjustment in the price of eggs.

We expect that there will be further adjustments in the Minnesota WIC Program Maximum Price Listing (PDF: 30.31KB/1 page) in late October after the results of the price survey are tallied.
