Submittal of Plans and Specifications to the Minnesota Department of Health for Review and Approval

The process for submitting a set of construction plans and specifications to the Department has been modified. A complete submittal packet includes the following:

  1. A completed Plan Review Submittal Form (posted on this web page)
  2. One paper copy of the final construction plans and specifications
  3. One writeable PDF copy of the final plans (specifications are not needed)
  4. A check payable to the Commissioner of Finance, Treasury Division in the amount specified in the plan review fee schedule (posted on this web page)  

In completing the Plan Review Submittal Form, the estimated cost of the project should include the cost of design. The final plan set must be certified in accordance with MN. Rule 1800.4200. An incomplete Plan Review Submittal Form, improperly certified plan and/or specification, or lack of any of the required components of the complete submittal packet will result in a delay of the review and approval process.   

Pursuant to recently passed legislation, the Minnesota Department of Health, Compliance Monitoring Division, is charging a fee for the review and approval of all construction plans associated with proposed construction projects in licensed health care facilities in Minnesota. The fee, which is based on the total value of the project including design costs, must be received by the Department prior to commencing review of the final construction documents. The Department will begin collecting this fee for all construction plans and specifications received on or after October 15, 2013.

If the final plan and specification will be reviewed in a face-to-face meeting with staff from the Engineering Services Section, it is recommended that the Plan Review Submittal Form and plan review fee be sent to the Department at least one (1) week prior to the scheduled meeting. MDH engineering staff cannot accept the fee at the time of the face-to-face final plan review. A face-to-face plan review cannot be conducted without the Department having first received the plan review fee.

Submittal of Multiple Packets for Review

The concurrent submittal of final plans and specifications for multiple construction projects at the same health care facility requires a complete and separate plan submittal packet for each project.

End Stage Renal Disease Provider

As the result of guidance received from the Centers for Medicare and Medicaid Services (CMS), most End Stage Renal Disease (ESRD) facilities will not require a final plan review by MDH. It is recommended that you contact the Engineering Services Section prior to submittal of any plans associated with an ESRD. They will assist in determining if a plan review submittal packet is required.

Brand New Health Care Facility

The final plan review for a new (never licensed) health care facility requires that a license application and fee be submitted to MDH. Receipt and processing of this application results in the assignment of a health facility identification number (HFID). The final plan review process cannot, under any circumstances, commence without the HFID. Please assure that the facility owner has submitted the license application and licensure fee to MDH well before submitting a final plan review submittal packet.
