Informational Bulletin 00-7

Use Of Onsite Video Monitoring

The purpose of this informational bulletin is to clarify the use of onsite video monitoring as a substitute for a skilled visit.

Even though the Conditions of Participation (COP) do not address the use of this form of technology, the Health Care Financing Administration (HCFA) Regional Offices were advised from HCFA Central Office that this form of technology cannot be used to substitute for a skilled visit. Further, all Medicare home health agencies must comply with the current home health agency Conditions of Participation.
