Enforcement Of OASIS Data Submission
The purpose of this informational bulletin is to notify all home health agencies of the potential for rejected home health agency OASIS assessment records, after May 24, 2000 based on the fatal error information noted below. Please do not submit OASIS data on that date. We expect to be able to accept data on May 25, 2000.
Notification Of New Fatal Error Messages
As part of implementing the Data Submission Specification Version 1.04-Revision 1, many data submission errors have been reclassified from "warnings" to "fatal" errors. Currently, submitted records can violate some of the HCFA-defined data specifications and still be accepted by the HCFA OASIS State based System, with warning messages. However, when implementation of 1.04-Revision 1 becomes effective May 24, 2000 many error messages which were previously classified as Warnings will now be classified as Fatal errors. This means that records violating these specifications will be rejected by HCFA's OASIS State-based system.
The following "Warning" errors will become "Fatal" errors:
Error numbers 50 and 53 and 101 through 223, except 102, 103, 104, 107, 108,109 and 129.
The submission time frame, which is no later than the last day of the month following the month the assessment is locked, is still in effect even if the record is rejected. For this reason we encourage HHAs to submit frequently - even weekly, and always review the final validation report. If there are fatal errors noted on an assessment record, that record must be corrected and re-submitted within the required submission time frame, the HHA may face enforcement action from the State survey agency for noncompliance with submission time frame requirements.
