Revised Long Term Care Resident Assessment
Instrument User's Manual, Version 2.0 December, 2002
Effective January 1, 2003

Purpose:

The purpose of the Information Bulletin is to advise Nursing Facilities, Skilled Nursing Facilities and Swing-Bed Hospitals that the December, 2002 Revised Long Term Care Resident Assessment Instrument (RAI) User's Manual for the Minimum Data Set (MDS), Version 2.0 replaces CMS's original Long Term Care RAI User's Manual Version 2.0, published in October, 1995. The December, 2002 Revision of the Manual became effective January 1, 2003. The revised version of the RAI/MDS manual incorporates clarifications to existing coding and transmission policy, integrates previously published Questions and Answers (Q&A) into the appropriate sections and addresses requested clarifications and scenarios concerning problem areas.

Does the December, 2002 Revision of the RAI Manual, Version 2.0 differ from the original RAI manual, Version 2.0 published in October, 1995?

Yes. As you review and compare the two manuals, you will note that some of the language used in the original RAI Manual (published in 1995) differs from that in the December, 2002 revision. Further, the revised (December, 2002) RAI Manual also contains areas where MDS coding options have been expanded. At this time, you will not be able to utilize these expanded options, as they have not yet been added to the MDS forms currently utilized. The MDS forms dated 9/2000, are currently utilized. It is anticipated that the MDS forms will be updated for MDS, Version 3.0 that is scheduled for release before the end of 2004 and will accommodate the expanded coding options.

Please Note: You are encouraged to review and compare the former and newly Revised Long Term Care Residents Assessment Instrument User's Manuals for Versions 2.0, in order to identify any changes in the language or coding options contained therein.
