Quality of Life and Environment CMS Guidelines: Nursing Homes

Purpose:

The purpose of this bulletin is to inform the public about joint implementation of Centers for Medicare and Medicaid Services (CMS) Nursing Home Regulatory Guidelines 09-31 Quality of Life & Environment, and 09-39 Food Procurement and Self Determination.

Effective Date: August 1, 2009

The Minnesota Department of Health (MDH) will implement these guidelines effective August 1, 2009.

Background

MDH and Nursing Home Stakeholders note that Minnesota’s Culture Change Coalition, through joint surveyor/provider training, have promoted and advanced many of the revisions to these new regulatory revisions over the past several years.

Minnesota’s Culture Change Coalition includes stakeholders from the nursing home industry, consumers, Stratis, and MDH. Two joint training sessions were hosted on culture change for surveyors/investigators and nursing home providers between 2006 and 2008. Minnesota’s Culture Change Coalition provides a website with a link to the national Pioneer Network.

Implementation of Guidelines

Minnesota will implement these revised guidelines through the following methods:

  1. Individualized review of the guidelines/educational resources
  2. A focused follow-up joint provider and surveyor Q&A phone call on Thursday, July 23, 2009, from 1-2 p.m.

Read Guidelines

To prepare for this call, participants should read the documents under Quality of Life at the MDH Clinical Web window prior to the phone call. These can be accessed at http://www.health.state.mn.us/divs/fpc/cww/cwwindex.html. The statewide phone call will be a Q&A with expectation that these documents have been reviewed by participants.

Register by Wednesday, July 22, 2009, for Statewide Phone Call

An online registration link has been placed on this information bulletin site. To participate in this phone call, Providers and Surveyors must register online. The call in number will be provided as part of the registration process.

Statewide Phone Call

On Thursday, July 23, 2009, from 1 p.m. to 2 p.m., dial in for the Statewide Joint Q & A Call regarding the Guidelines for Quality of Life & Environment and Food Procurement and Self Determination. Previously submitted questions will be reviewed, and an open Q&A will be hosted.
