CMS QIES Database Temporarily Down Affecting ePOC, MDS and OASIS Submission:
March 17-21, 2016
The purpose of this information bulletin is to inform Federally Certified Skilled Nursing Facilities (SNFs), Nursing Facilities (NFs), Hospitals with Medicare Swing Beds and Federally Certified Home Health Agencies (HHAs) that the Quality Improvement and Evaluation System (QIES) will have a national downtime beginning Wednesday, March 16, 2016, at 8:00 p.m. EST and ending Monday, March 21, 2016, at 11:59 p.m. EST.
QIES is the Centers for Medicare and Medicaid Services (CMS) Federal data system used for submission of the Minimum Data Set (MDS), electronic Plan of Correction (ePOC) and Outcome and Assessment Information Set (OASIS) for HHAs.
CMS WILL expect SNF/NF providers to maintain compliance with Federal timeframes for plan of correction (POC) submission.
CMS WILL expect SNF/NF and Hospital Swing Bed providers to maintain compliance with Federal timeframes for MDS submission.
CMS WILL expect HHA providers to maintain compliance with Federal timeframes for OASIS submission.
QIES National Extended Downtime
The temporary QIES national downtime begins on Wednesday, March 16, 2016, at 8:00 p.m. EST and ends Monday, March 21, 2016, at 11:59 p.m. EST. Users will not be able to access ePOC, MDS or OASIS submission.
ePOC/2567 Electronic Availability
During this temporary QIES downtime, the ePOC and 2567 electronic system will NOT be available for SNF/NFs.
Beginning Wednesday evening March 16, 2016, through Monday, March 21, 2016, SNF/NFs will not be able to receive Federal/State 2567s electronically and will not be able to submit an ePOC.
The Minnesota Department of Health (MDH) will continue to process electronic Federal/State 2567s through close of business Wednesday, March 16, 2016, and will resume Tuesday, March 22, 2016.
MDH will send via U.S. Mail Federal and State 2567s for SNF/NFs beginning Thursday, March 17, 2016 through Monday, March 21, 2016.
No new users will be able to enroll in ePOC during the shutdown.
POCs submitted Thursday, March 17, 2016, through Tuesday, March 22, 2016, should be submitted by U.S. Mail, fax or email to the district office supervisor listed on the MDH enforcement letter received with the 2567.
Due to this temporary QIES downtime, SNF/NFs and Hospitals with Swing Beds MUST anticipate and plan MDS submissions to continue to meet the federally required MDS timeframes.
Due to this temporary QIES downtime, HHAs MUST anticipate and plan OASIS submissions to continue to meet the federally required OASIS timeframes.
