Nurse Staffing Levels and Patient Outcomes Study
In 2013, the Minnesota Legislature directed the Minnesota Department of Health (MDH) to study the correlation between nurse staffing levels and patient outcomes (Laws of Minnesota 2013, chapter 51, section 2). The law also requires MDH to convene a workgroup to consult with the department in the process of conducting the study. The workgroup began meeting in October 2013.

This report to the Legislature describes the relationship between hospital nurse staffing levels and patient outcomes. This report describes steps taken by MDH to assess this relationship, as require by the legislature. Specifically, this report includes a description of an expert advisory workgroup and their key feedback, a review and synthesis of relevant literature, and the development of a Minnesota-specific study approach to quantitative analysis.
