STATE HEALTH REFORM

Health Care Home Payment Methodology: Structure and Design

Health Care Home team hosts conference calls and webinars. Free and low cost health care home registry tools and resources for Minnesota clinics webinar is April 22, noon-1 p.m.

Minnesota Commissioner of Health Dr. Sanne Magnan's latest "Commissioner's Perspective" on health reform is now available, along with the monthly Health Reform Implementation Update.

On March 22, the Minnesota Department of Health adopted final rules establishing eight baskets of care and the associated quality measures. A basket of care is a collection of services that are paid separately under a fee-for-service system, which ordinarily the provider combines in a full diagnostic or treatment procedure.

HEALTH INFORMATION TECHNOLOGY
The Minnesota e-Health Initiative, National Organization of State Offices of Rural Health
and the National Rural Health Association submitted responses to the Centers for Medicare & Medicaid Services Proposed Rule on EHR Incentive Programs and Meaningful Use. These responses, along with submitted comments from several other national organizations concerned about the impact on safety net providers, are on the ORHPC HIT Web site. Comments were due March 15.

The Minnesota e-Health Initiative 2010 Report to the Minnesota Legislature (PDF: 65 pgs/751KB) includes a summary of activities, an introduction to the HITECH Act and Minnesota's response to it, and priorities for 2010.

The Federal Communications Commission released Connecting America: The National Broadband Plan. The proposal includes an extensive section on health care and specific policy recommendations for lifting barriers to telemedicine.

ORHPC NEWS AND RESOURCES
The Health Workforce Program released Minnesota Physical Therapist Assistants Facts and Data 2010.

Thirty-two applicants received Loan Forgiveness Program awards. The Dentist Program received nine applications and offered awards to two final-year students. The Nurse Faculty Program received 12 applications and made seven awards to final-year students. The Nurse Program received 14 applications and made six awards to final-year students. The Rural Midlevel Practitioner Program received 17 applications and made eight awards to final-year students. The Rural Physician Program received 17 final-year resident applications and four received awards. Five Rural Pharmacist Program awards were made to final-year students; the program received 34 applications. The next application cycle will open July 1.

Average Weekly Physician Hours by Year in Minnesota

A recent nationwide study on the trend of physician work hours revealed average work hours among doctors declined from 1996 to 2008.1

Nationally, physicians worked an average of 51 hours per week in 2008, down from an average of 55 hours per week in 1996.

Analysis of self-reported work hours among physicians practicing in Minnesota points to a similar trend.

Between 2006 and 2009, the average number of hours worked weekly declined from 49 to 44 hours per week among Minnesota physicians, a difference of 10 percent.

Staff News

Craig Baarson visited Southside Medical Clinic in Minneapolis. Craig also met with Mankato Clinic (Mapleton) and Hennepin County Medical Center and the Minnesota Asian/American Health Coalition.

Doug Benson, Deb Jahnke, Mary Ann Radigan and Anne Schloegel toured the remodeled Southside Dental Clinic and Administration in Minneapolis.

Deb Jahnke and Anne Schloegel visited Cedar Riverside People's Center. Craig Baarson joined Anne and Deb at United Family Medicine.

Kristen Tharaldson met with Mike Myers, division director of the Tribal Development Division of the Leech Lake Band of Ojibwe about health information technology. Kristen traveled to Cass Lake Indian Health Services to meet with Karen Davis about telemental health services.

Kristen Tharaldson participated in the Rural Voices Leadership and Policy Workshop.

Loans to clinics, hospitals, networks and others for equipment, working capital, expansion, startup and other needs.

Summer Health Care Intern Program: Facilities must apply by April 19
Participating hospitals, medical clinics, nursing facilities, home-health agencies, assisted-living residences and physicians employ students between Memorial Day and Labor Day for six to 12 weeks for at least minimum wage.

Future of health care alive and well in Staples through health care homes and baskets of care.

Tri-County Hospital in Wadena featured in the Great Lakes Regional Stroke Network March 2010 issue of Wave.

The Minnesota Board of Pharmacy Prescription Monitoring Program is scheduled to go live mid-April. Pharmacies have been reporting prescriptions since January 4, 2010. The site provides information on how providers may participate. Currently medication histories are available for most Minnesotans through the Minnesota Health Information Exchange (MN HIE). MN HIE is a partnership of payers, providers and the Minnesota Department of Human Services.

St. Gabriel's Hospital in Little Falls received a Rural Health Network Development Planning Grant to create a regional home care agency. St. Gabriel's Hospital will create an implementation plan that addresses the home care needs of clients in Albany, Baudette, Breckenridge, Little Falls and Park Rapids in Minnesota and Carrington, Devils Lake, Dickinson, Lisbon, Oakes and Williston in North Dakota. St. Gabriel’s Hospital applied for the grant on behalf of all Catholic Health Initiatives facilities in the two states.

Michael Youso joined Grand Itasca Clinic & Hospital as chief executive officer in January.

Terry Hill, executive director of the National Rural Health Resource Center in Duluth, was quoted in ModernHealthcare article, Some say rules could put stimulus cash out of reach.

The Minnesota Area Health Education Center (AHEC) Network hired Richard Smestad as deputy director. The Minnesota AHEC is a statewide network supporting the health professional workforce needs of rural and urban underserved Minnesota communities in five regional centers representing 67 of Minnesota’s 87 counties.

Stratis Health is offering a wide array of online training sessions targeted for specific provider audiences.

The University of Minnesota, University of North Carolina at Chapel Hill and the University of Southern Maine released The Potential Impact of Pay-for-Performance on the Financial Health of Critical Access Hospitals (PDF: 1pg/150KB).

The Great Lakes Regional Stroke Network added teleconferences and a dysphagia page to the updated site.
