STATE HEALTH REFORM
Comment by July 11 on Health Care Quality Measures - Recommendations.

The Minnesota Departments of Health and of Human Services are convening a stakeholder advisory task force to advise the state on the application to become a Medicare Multi-Payer Advanced Primary Care Practice demonstration site. The first meeting was June 24. The next meetings are July 16 ( 8-11 a.m.) and July 22 (9-11 a.m.) at the Minnesota Department of Health Snelling Office Park location. For more information, contact: health.reform@state.mn.us.

Health Care Home team conference calls and webinars every third Wednesday include an update on health care homes implementation and next steps, followed by a presentation on a certification-related theme. Questions are welcome.

Provider peer grouping initiative conference calls are the second Monday of each month, 7:30-8:30 a.m.

SNAPSHOT of Minnesota Health Care Workforce

In 2009, Advanced Practice Nurses (APRNs) were only 6 percent of the registered nurse workforce in Minnesota.

Within each specialty area, APRNs were aging. More than half of APRNs were 45 years and older (63 percent) with certified nurse specialists and certified nurse midwives among the oldest (see graph).

The need for health care professionals is expected to increase within the next few years, especially when federal health reform legislation ensuring universal coverage goes into effect. To address this anticipated shortage of primary care professionals, registered nurses who choose to become APRNs will be in position to fill the gap in the delivery of primary care services.

STAFF NEWS
As a member of the planning committee, Craig Baarson participated in the Minnesota Asian Health Data Summit.

Mark Schoenbaum discussed ORHPC activities and Minnesota Health Reform at the Iron Range Resources and Rehabilitation Board Northeast Minnesota Health Care Forum.

Mark Schoenbaum visited Virginia Regional Medical Center in Virginia and White Community Hospital in Aurora to learn about the hospitals' accomplishments and challenges.

Karen Welle met with members of the Greater Minnesota Telehealth Broadband Initiative in Duluth to discuss current and future plans.

Deb Burns, Minnesota Office of Public Health Practice, and Karen Welle hosted International Visitor Leadership Program participant Nurseha Dewagong from Indonesia.

Join the Patient Safety and Clinical Pharmacy Services Collaborative (PSPC).
Health Resources and Services Administration is seeking interprofessional teams to participate in the third cycle of PSPC. This is a breakthrough effort to improve medication safety and outcomes. Over 110 teams representing 300 organizations have joined this national effort. Paynesville Area Health Care System is the only Minnesota participant now but other Minnesota CAHs/RHCs are encouraged to enroll.

Submit nominations by July 16 for the 2010 Betty Hubbard Maternal and Child Health Leadership Awards.

NEWS OF OUR PARTNERS

 

Minnesota Sen. Al Franken took the lead in sending a bipartisan letter to U.S. Department of Health and Human Services Secretary Kathleen Sebelius and the U.S. Acting Comptroller Gen. Gene L. Dodaro emphasizing the need for adequate rural representation during implementation of the Health Care Reform law (pdf: 203KB/3pgs). Sen. Amy Klobuchar and 30 other colleagues from both sides of the aisle signed the letter.

Six rural Minnesota communities have been selected to participate in Stratis Health’s Rural Palliative Care Community Development Project to establish or strengthen palliative care programs in their communities. The community teams and their lead organizations are:
  •Detroit Lakes Area, Becker County: Emmanuel Nursing Home
  •FirstCare Medical Services Home Health and Hospice
  •Kanabec County: Kanabec County Hospital
  •Palliative Care Partners of Cook County: Cook County North Shore Hospital
  •Red Lake Band of Chippewa Indians: Red Lake Hospital – Indian Health Service
  •Yellow Medicine and Chippewa Counties: Granite Falls Hospital, Manor and Home Care.
This 10-month project is being led by Stratis Health, in partnership with Fairview Health Services Palliative Care Program.

The Northern Minnesota Network received nearly $2.5 million from HHS Recovery Act Funds to expand use of Health Information Technology.

In Minnesota, 13 Prospective Payment System hospitals will receive increased Medicare funding under a provision of the federal health reform law. Funding is available to the lowest cost hospitals: Albert Lea Medical Center-Mayo Health System, District One Hospital (Faribault), Douglas County Hospital (Alexandria), Fairmont Medical Center-Mayo Health System, Immanuel-St. Joseph's-Mayo Health System (Mankato), Lake Region Healthcare Corporation (Fergus Falls), Owatonna Hospital, Rice Memorial Hospital (Willmar), Sanford Regional Hospital Worthington, St. Cloud Hospital, St. Joseph's Medical Center (Brainerd), St. Mary's Innovis Health (Detroit Lakes) and Winona Health Services.

Health and Human Services Secretary Kathleen Sebelius toured the Mayo Clinic in Rochester, along with Minnesota U.S. Sens. Amy Klobuchar and Al Franken and Minnesota U.S. Rep. Tim Walz.
