 • ORHPC’s Fact Sheet: CAH Medicare and Medicaid EHR Incentive Payments is online (PDF: 79KB/2pgs)

 • ORHPC and the Rural Health Advisory Committee released Telemental Health in Rural Minnesota (PDF: 879KB/61pgs).

  • ORHPC received $730,183 to support Critical Access Hospitals and Emergency Medical Services through the Rural Hospital Flexibility Program. Later in the year, CAHs and EMS apply to ORHPC for Flex funding to improve access and quality and relieve some financial pressures.

STATE HEALTH REFORM
   • Provider peer grouping initiative conference calls are the second Monday of each month, 7:30-8:30 a.m.

   • Health Benefit Exchange comments are due September 3.

   • Health Care Quality Measures-Rule Development comments are due September 8.

   • MDH certifies state's first health care homes:
            • Christopher J. Wenner, M.D., Cold Spring
            • Mayo Health System-Austin Medical Center
            • Lakewood Health System - Browerville, Eagle Bend, Motley, Pillager and Staples Clinics
             • Park Nicollet-Minneapolis Pediatric Clinic
             • Park Nicollet-St. Louis Park Family Medicine, Internal Medicine and Pediatric Clinics.

   • Health Care Homes conference calls and webinars are every third Wednesday. These include an update on health care homes implementation and next steps, followed by a presentation on a certification-related theme. Questions are welcome.

HEALTH INFORMATION TECHNOLOGY
   • The Centers for Medicare & Medicaid Services website provides current information on Electronic Health Record incentives. Recent additions include EHR Incentive Tip Sheet for CAHs; Medicaid Hospital Incentive Payments Calculators; and a Flow Chart to help professionals determine eligibility for incentive payments.

SNAPSHOT of Minnesota Health Care Workforce
Geographic Distribution of Minnesota's General Surgeons, 2010*

 

Geographic differences in health care workforce supply can be observed among general surgeons practicing in rural or urban areas of Minnesota.

Approximately 21 percent of general surgeons practice in rural areas in contrast to 79 percent in urban areas of Minnesota, based on a combination of licensing information from the Minnesota Board of Medical Practice and ORHPC survey data collected from physicians.

Rural-Urban Commuting Areas (RUCAs) provide an alternative method for analyzing health care workforce data by geography.  The RUCA categories are based on size of the city or town and the daily commuting of the population to identify urban cores and adjacent territory economically integrated with those cores.

*Geographic distribution uses the zip code RUCA approximation developed at WWAMI Rural Research Center, University of Washington. WWAMI is a partnership between the University of Washington School of Medicine and the states of Wyoming, Alaska, Montana and Idaho.

Judy Bergh
visited St. Francis Healthcare Campus in Breckenridge and Ortonville Area Health Services in Ortonville.

Debra Jahnke, Mary Ann Radigan, Anne Schloegel and Lee Schutz met with staff and toured CentraCare Health System in Long Prairie, Lakeview Medical Clinic and St. Michael's Hospital in Sauk Centre and Stevens Community Medical Center in Morris.

Craig Baarson met with Anne Cazaban and Steve Rondestvedt at AXIS Medical Center (Minneapolis) about practice management and billing issues.

The Centers for Medicare & Medicaid Services held two days of seminars in the Twin Cities. Craig Baarson attended the community seminar on Medicare updates. Doug Benson and Deb Jahnke attended the Minnesota SafetyNETworking event focusing on populations beyond Medicare.

Deb Jahnke and Anne Schloegel toured Zumbro Valley Mental Health Center in Rochester.

Mark Schoenbaum toured Sibley Medical Center and presented an update on state and federal health reform to the board.

Karen Welle participated in the National Rural Health Association's health care broadband policy meeting in Washington, D.C.

NEWS OF OUR PARTNERS

 

Jim Boulger, Ph.D, is featured in the current issue of the National Rural Health Association publication Rural Roads. Dr. Boulger is Department of Behavioral Sciences professor, Family Medicine director, Center for Rural Mental Health Studies director and Family Medicine Preceptorship Program director at the University of Minnesota Medical School in Duluth.

The Center for Rural Health at the University of North Dakota School of Medicine and Health Sciences named L. Gary Hart, Ph.D., as director.

Commissioner Sanne Magnan appointed Marty Witrak, Ph.D., R.N. as co-chair of the Minnesota e-Health Advisory Committee. Dr. Witrak is dean of the School of Nursing at the College of St. Scholastica in Duluth and has been a member of the Advisory Committee since 2009. Fellow co-chair Walt Cooney, J.D., M.A., executive director of Neighborhood Healthcare Network, has served on the Committee since 2008 and as co-chair since 2009.

LifeCare Medical Center (Roseau) and Open Door Health Center (Mankato) received Small Health Care Provider Quality Improvement grants.

Northeast Minnesota Area Health Education Center received a Rural Health Workforce Development Grant. It will be used for the mnHEALTHnet Palliative Care Initiative.

Paynesville Area Health Care System received a grant from the Cardinal Health Foundation to improve medication safety.
