Provisional Certificate of Authority
SCHA is granted a provisional certificate of authority to operate as a HIESP in Minnesota, in accordance with Minnesota Statutes ยงยง 62J.498 through 62J.4982. Specifically, SCHA is certified to operate as a HIO to provide the following services currently being provided in Minnesota, as described in the SCHA application materials:

  • Direct Secure Messaging, currently through Secure Exchange Solutions (SES), currently state-certified in Minnesota as a Health Data Intermediary (HDI) to provide Direct Secure Messaging
  • Record Locator Services (RLS) and Master Patient Index (MPI)
  • Clinical Data Repository
  • Query-based services using RLS and MPI with the following transactions: Admission, Discharge, Transfer (ADT), Transfer of Care (CCD-A), Referral Summaries (CDA), and Imaging Results (ORU)
  • SCHA will govern information though the input of the Diamond View Governance Committee under the South Country Health Alliance Joint Powers Board, and govern data through the use of a multiple modules from Medicity, Inc. Medicity is currently a state-certified HDI in Minnesota with technical capabilities needed by a HIO
