Minnesota Health Information Exchange Service Provider Public Hearings

The Minnesota Health Information Exchange (HIE) Oversight law passed in 2010 (Minn. Stat. sections 62J.498-4982) requires entities wishing to serve as HIE Service Providers in Minnesota to apply for a Certificate of Authority and present the application at a public hearing and respond to public comment and questions. 

This page provides access to information and documents related to Minnesota Public Hearings being held to review applications for Certificates of Authority to operate as HIE Service Providers, which include Health Information Organizations (HIO) and Health Data Intermediaries (HDI).

Application Process

Each HIE Service Provider must complete an initial certification process to have the authority to operate in Minnesota. All documentation submitted as part of the HIE Service Provider's application for certification will be posted on this page.

Recertification Process

Each HIE Service Provider must complete an annual recertification process to maintain the authority to operate in Minnesota. All documentation submitted as part of the HIE Service Provider's request for recertification will be posted on this page while it is being considered.

Public Comments and Recommendations

How to Submit Comments as Part of the Public Hearing
Members of the public and interested stakeholders are encouraged to participate in the process and have the opportunity to submit comments in writing regarding the application prior to the hearing.
