Minnesota Health Information Exchange Study

The 2016 Minnesota Legislature requested a study to assess Minnesota's legal, financial, and regulatory framework for health information exchange (HIE). This includes the requirements of the Minnesota Health Records Act, and to make recommendations for modifications that would strengthen the ability of Minnesota health care providers to securely exchange data in compliance with patient preferences and in a way that is efficient and financially sustainable. The report is due in February 2018.

The work of the Minnesota e-Health Initiative has identified many issues and barriers to HIE. As such, this study is multi-modal with heavy reliance on stakeholder input. Key research activities include:

  • Stakeholder and key informant interviews
  • Analysis of laws relating to HIE in Minnesota, border states, and other states
  • Analysis of HIE models used in border and other states
  • Community “listening session” focus groups to gather reaction/feedback to potential models

Your participation is requested at a community input “Listening Sessions” (live and via webinar) to be held summer 2017. You will hear about study progress to date and proposed HIE frameworks. This is your opportunity to share ideas and reactions with other participants.

Stakeholder interviews to learn where organizations are at, where they are going, and how they will get there

Develop themes and recommendations with input from the project’s Steering Team and MN e-Health Advisory Committee
