Minnesota Privacy and Security Project
2005 - 2006
This project is a portion of the Minnesota e-Health Advisory Committee’s work plan, which examines organization-level privacy and security policies and business practices related to health information exchange. Reliable, timely access to a patient’s health information can improve the quality and efficiency of the health care delivered to the patient. However, variations in organizations’ privacy and security policies and practices can serve as a barrier to appropriate access to health information. This project seeks to uncover the rationale underlying the variations, propose solutions to eliminate variations, and develop an implementation plan to standardize the best practices for ensuring privacy protections and patient rights. Project Workgroups
The detailed project work will be done in the following four Work Groups:
- The Variations Work Group will identify and analyze privacy/security policies and practices related to the exchange of health information across various health care settings in order to identify barriers to the appropriate exchange of information for improved care delivery. [More]
- The Legal Work Group will map privacy/security policies and practices related to the exchange of health information identified as barriers to relevant State and Federal law in order to identify the underlying rationale for the policy or practice. The Legal Work Group will also work with the Solutions Work Group to propose solutions to eliminate barriers while maintain consumer/patient privacy protections. [More]
- The Solution Work Group will propose, evaluate and prioritize potential solutions for barriers to the appropriate exchange of information for improved care delivery. An explicit consideration in the Solution Work Group’s deliberations will be the use of privacy protection mechanisms that protect consumer’s health information while enabling the appropriate exchange of information. - The Implementation Plan Work Group will be responsible for converting proposed solutions into action plans with identified priorities, timelines, partners, and resource requirements. [More]
