Weekly Update - August 25, 2011

Statewide quality reporting system

REMINDER: On Monday, August 15, MDH published proposed amendments to Minnesota Rules Chapter 4654 (the Minnesota Statewide Quality Reporting and Measurement System) in the State Register. MDH posted the proposed changes, including changes to the rule's appendices, at Health Care Quality Measures - Rule Development. The publication of the proposed amendments initiated a formal 30-day comment period. Information about how to submit comments is available on MDH’s website. Comments must be submitted by 4:30 p.m. on Wednesday, September 14, 2011. 

A summary of the proposed changes to the rule and a version of the proposed appendices which highlights those changes are now available at Health Care Quality Measures - Rule Development. These documents will help stakeholders identify the proposed changes this year. 

MDH is required to annually review and publish any proposed amendments to Minnesota Rules Chapter 4654 by August 15 of each year.


Medicare payment for Health Care Home services set to begin in October

Through Minnesota's participation in the Medicare Multi-payer Advanced Primary Care Practice (MAPCP) demonstration, certified health care homes will be reimbursed for care coordination services provided to fee-for-service Medicare beneficiaries beginning 10/1/11. Health care home payment rates for Medicare have been approved by the federal Office of Management and Budget (OMB), clearing the final hurdle before the demonstration can be launched. Implementation planning is well underway to equip Minnesota’s contracted Medicare Part B carrier to process health care home claims.  Detailed Medicare billing instructions for providers will be made available soon. Certified Health Care Homes who wish to participate in the MAPCP demonstration and have not already notified MDH should contact MDH at health.healthcarehomes@state.mn.us or call 651-201-5421.

Provider peer grouping

REMINDER: MDH will hold monthly conference calls to share information about the provider peer grouping initiative. The August call has been rescheduled for Monday, August 22, at 7:30 a.m. The calls will resume their normal schedule on the second Monday of each month from 7:30-8:15 a.m. in September. The presentation slides for the August 22 call will be available on Friday, August 19, on the Provider Peer Grouping page.

Health care homes

  • Clinics interested in preparing for health care home certification may now register for the next series of the Learning Collaborative Phase I: Preparing for HCH Certification. The next series begins on September 6, 2011.

  • The Minnesota Department of Health has certified four new health care homes:
    • Eagan Child and Family Care
    • Courage Center Physicians (Minneapolis)
    • St. Luke’s Pediatric Associates (Duluth)
    • Essentia Health, Fosston Clinic
