Weekly Update - December 29, 2011

Provider peer grouping
MDH will hold monthly conference calls to share information about the provider peer grouping initiative. The January call has been rescheduled for Tuesday, January 17, at 7:30 a.m. The calls will resume their normal schedule on the second Monday of each month, 7:30-8:15 a.m. in February. The presentation slides for the January 17 call will be available on Friday, January 13, on the Provider Peer Grouping page.

Notice of Availability of Grant Request for Proposal (RFP) for Health Care Home Minnesota Transitions in Health Care Pilot Project
The Minnesota Department of Health (MDH) requests proposals from qualified respondents to develop Health Care Transitions pilot project.

This project will develop a model of successful health care transition to adult care for youth with special health care needs and their families by testing strategies, tools and materials supplied by the National HealthCare Transition Center. It will require engagement of youth with special health care needs and their families along with the experience of pediatric providers to test and implement health care transition tools, strategies, and a transition model that can be disseminated statewide and nationally.

Public comment requested on Health Insurance Exchange prototypes

MDH is exploring various avenues for publicly reporting its Provider Peer Grouping (PPG) and Statewide Quality Reporting and Measurement System information. One venue for the public display of this information will be through the Health Insurance Exchange. Currently, the Department of Commerce is conducting a procurement process to potentially contract with vendors to develop various components of the Exchange. The Provider Peer Grouping and Statewide Quality Reporting and Measurement System information will be available in the Health Care Provider Display module of the Exchange. Three vendors were selected to develop a prototype for this component.

At Noon today these prototypes were open for public review and evaluation. While the prototypes may be viewed through January 2012, stakeholders will have through Wednesday, December 21, 2011 to provide feedback on each prototype that will be incorporated into the selection process for a final vendor. The Departments of Health and Commerce encourage interested stakeholders to take part in this process. These prototypes are a starting place for determining the format and functionality for public reporting of Provider Peer Grouping and Statewide Quality Reporting and Measurement System information. The final product may be quite similar to one of the three prototypes or may change significantly. Additionally, MDH would like to note that the data displayed on the prototypes for public comment is entirely simulated; no real data was used.

As noted in earlier correspondence, MDH has not finalized its plan or template for public reporting of results from the PPG and Quality analysis. MDH will continue to keep stakeholders updated with respect to details and timelines of reporting.

Statewide quality reporting system
Minnesota Statutes 62U.02 requires the Minnesota Department of Health (MDH) to establish a standardized set of quality measures for health care providers across the state and to produce an annual report on health care quality. A subset of the standardized set of quality measures will be used for public reporting purposes.

To implement the collection of quality measurement data, MDH has developed the Minnesota Statewide Quality Reporting and Measurement System, created through Minnesota Rules, Chapter 4654. The Commissioner of Health is required to annually evaluate the measures included in the standardized set of quality measures. These rules were adopted in December 2009 and first amended in November 2010. The 2011 amendments to Minnesota Rules, Chapter 4654, Permanent Rules Relating to Health Care Quality Measures, were approved by the Office of Administrative Hearings on November 7, 2011, and were published in the November 28, 2011, edition of the State Register.

Provider Alert Report were distributed on Friday, November 4
