Request for Comment Regarding Exchange Proposed Regulations

The Minnesota Departments of Commerce, Human Services and Health are requesting comments regarding proposed rules and requests for information that were issued by the U.S. Department of Health and Human Services (HHS)regarding the establishment of a Health Benefit Exchange. The Departments will use the comments to enhance its understanding of the impact of the proposed regulations on stakeholders and will help inform the Departments' response to HHS. We are specifically seeking comments on:

Proposed Rules:
1. Establishment of Exchanges and Qualified Health Plans (CMS-9989-P)
2. Standards Related to Reinsurance, Risk Corridors and Risk Adjustment (CMS-9975-P)
3. Exchange Functions in the Individual Market; Eligibility Determinations; Exchange Standards for Employers (CMS-9974-P)
4. Medicaid Program; Eligibility Changes under the Affordable Care Act of 2010 (CMS-2349-P)
5. Health Insurance Premium Tax Credits (REG-131491-10)

Weekly Update - September 15, 2011

Health Care Delivery Systems (HCDS) Demonstration - RFP Addendum

On September 14, 2011, the Department of Human Services (DHS) posted an addendum to the HCDS Demonstration RFP that includes the following modifications:

  • Proposal deadline extension to November 4, 2011.
  • Additional individual question and answer sessions for potential responders with DHS staff.
  • Changes to the amount of financial risk in years one and two of the demonstration for integrated models.
  • Further clarification on the attribution methodology and populations that can be excluded.
  • Additional memos posted to the DHS Grants and RFP website providing further information on the areas of respondent flexibility in the model, the claims cap analysis, and data feedback to providers.

Description: This position provides clinical practice expertise in planning and leading the Minnesota Department of Health, Health Care Home (HCH) certification teams working with applicant HCH clinicians and primary care clinics seeking certification as health care homes.
Key responsibilities include planning, interpretation and execution of the certification process for health care homes standards and criteria in the health care homes rule, including working collaboratively with clinics/clinic systems to achieve HCH certification, evaluation of applications and conducting site visits and reporting.
Occasional travel to Greater Minnesota required.

Weekly Update - September 8, 2011

Statewide quality reporting system

REMINDER:
On Monday, August 15, MDH published proposed amendments to Minnesota Rules Chapter 4654 (the Minnesota Statewide Quality Reporting and Measurement System) in the State Register. MDH posted the proposed changes, including changes to the rule’s appendices, at Health Care Quality Measures - Rule Development. The publication of the proposed amendments initiated a formal 30-day comment period. Information about how to submit comments is available on MDH’s website. Comments must be submitted by 4:30 p.m. on Wednesday, September 14, 2011. 

A summary of the proposed changes to the rule and a version of the proposed appendices which highlights those changes are now available at Health Care Quality Measures - Rule Development.  These documents will help stakeholders identify the proposed changes this year. 

MDH is required to annually review and publish any proposed amendments to Minnesota Rules Chapter 4654 by August 15 of each year. 

Statewide quality reporting system

MN Community Measurement’s Measurement and Reporting Committee will meet Wednesday, September 14, on work related to the development of the statewide quality reporting and measurement system.

Provider peer grouping

MDH will hold monthly conference calls to share information about the provider peer grouping initiative on the second Monday of each month from 7:30-8:15 a.m. The next call-in session is scheduled for Monday, September 12. The presentation slides for the September 12 call will be available on Friday, September 9, on the Provider Peer Grouping page.
