Health Care Reform Task Force and Workgroup Information

The Minnesota Department of Health posts weekly updates of announcements related to the agency's health reform activities. These updates are also sent out via email to subscribers to Health Reform Announcements. Updates are sent each Thursday.

Weekly Update - June 28, 2012

Supreme Court Ruling Statement
Human Services Commissioner Lucinda Jesson, Commerce Commissioner Mike Rothman, and Health Commissioner Ed Ehlinger released the following statement on the Supreme Court ruling to uphold the Affordable Care Act:
“We are pleased with the Supreme Court’s decision to fully uphold the Affordable Care Act. This ruling is an affirmation of the reform efforts currently underway in Minnesota to improve health and lower the cost of care. The ruling signifies real progress and important protection for citizens across Minnesota: affordable insurance for small business, young people can stay on their parents insurance until age 26, and guaranteed coverage for those with pre-existing conditions. Minnesota has always been a national leader in health care and the administration will continue efforts to increase quality and improve access to insurance and affordable care will continue.”
Discussion of the Supreme Court ruling will take place at the July 12 Task Force meeting. The public is encouraged to attend.

Health commissioner seeks members for provider peer grouping advisory committee
Health Commissioner Dr. Ed Ehlinger is seeking members to serve on a new provider peer grouping advisory committee.  As required by legislation passed this year, the commissioner will include among his appointees representatives of health care providers, health plan companies, consumers, state agencies, employers, academic researchers, and organizations that work to improve health care quality in Minnesota. To ensure that the advisory committee includes a strong mix of experts, the commissioner is seeking recommendations for individuals with the appropriate methodological expertise that should be represented on the advisory committee. Nominations for appointments to the advisory committee should be forwarded by July 11, 2012 via e-mail to Stefan Gildemeister, director of the MDH Health Economics Program, at stefan.gildemeister@state.mn.us. Access work group minutes and essential benefits public comments are now available
The minutes from the June 21st Access Work Group meeting discussing parameters and criteria for affordability and benefits are now available. Public Comment regarding Essential Health Benefits (PDF: 1.56 MB/ 41 pages) are now available.

Clinics urged to start patient experience measure process by July 16
Physician clinics that are required to report the patient experience of care measure under the Statewide Quality Reporting and Measurement System (SQRMS) are urged to contract with a CMS-approved survey vendor and complete the pre-survey process with MN Community Measurement (MNCM) by July 16.
Physician clinics are reminded to consult MNCM’s Patient Experience of Care Data Collection Guide (PDF: 1 MB/48 pages) which delineates the key steps and timeline of the patient experience of care survey process. This guide can be downloaded from MNCM’s corporate website at http://mncm.org/site/?page=resources (scroll down the page), or from MNCM’s data portal under the “Resources” tab. If after reviewing these resources, you find you still have unanswered questions, please submit your questions to MNCM at surveysupport@mncm.org

Statewide quality reporting
MDH and MN Community Measurement (MNCM) will hold a public forum in St. Paul on June 27, to present MNCM’s final quality measure recommendations in connection with the annual update of the Statewide Quality Reporting and Measurement System. 
MNCM’s final recommendations for physician clinic, ambulatory surgical center, and hospital quality measures are available at Health Care Quality Measures – Recommendations. Presentations will be posted to this website prior to the forum.  The public forum will include an opportunity for interested stakeholders to comment on the recommendations and to ask questions.

Weekly Update - June 15, 2012

Minnesota groups awarded innovation funds to improve care and reduce costs
Health and Human Services (HHS) Secretary Kathleen Sebelius announced the recipients of 81 new Health Care Innovation Awards Friday including seven that involve Minnesota. The awards were made possible by the federal health care reform law, the Affordable Care Act.
Comments sought for final 2013 statewide quality recommendation
The Minnesota Department of Health invites interested stakeholders to review and comment on MN Community Measurement's final recommendations for physician clinic, ambulatory surgical center, and hospital measures as part of the Statewide Quality Reporting and Measurement System. 

The final recommendations and additional information are now available at Health Care Quality Measures – Recommendations. Send comments to health.reform@state.mn.us by June 29, 2012.

Public forum on statewide quality reporting June 27
MDH and MN Community Measurement (MNCM) will hold a public forum in St. Paul on June 27, to present MNCM’s final quality measure recommendations in connection with the annual update of the Statewide Quality Reporting and Measurement System. 

 

Weekly Update - June 8, 2012

Comments sought for essential health benefits
The U.S. Department of Health and Human Services (HHS) is soliciting comments on Essential Health Benefits and entities for the accreditation of Qualified Health Plans. The proposed rule would establish data collection standards necessary to support the definition of essential health benefits and establish a process to recognize accrediting entities for the purposes certifying qualified health plans.

Minnesota submitted comments in January 2012 on Essential Health

Minnesota welcomes public comments on the Essential Health Benefits and entities for the accreditation of Qualified Health Plans regulations. Your comments will be reviewed and will assist the Minnesota Departments of Commerce, Human Services and Health in preparing a formal response to HHS. Health Reform Access Work Group holds public conference call June 14 
This public conference call will discuss next steps for considering coverage options for Minnesotans at 133 to 200 percent of federal poverty levels. The group will discuss the specific issues regarding affordability and benefits for which public comments are being sought for the June 21 meeting.  View call-in information (PDF: 51KB/1 page).

Health Care Homes Payment Methodology Steering Committee meeting June 15
The steering committee provides strategic direction on the development of the payment methodology through partnership with a diverse group of providers, payers and consumers. It will hold its next meeting, June 15, 10 a.m. to noon, in the Red River Room at Snelling Office Park, 1645 Energy Park Drive, St. Paul.

MAPCP workgroup meeting June 15
This workgroup advises the Medicare Advanced Primary Care Demonstration project and will hold its next meeting June 15, from 1 to 3 p.m., in the Big Fork Room at the Snelling Office Park, 1645 Energy Park Drive, St. Paul. The workgroup provides ongoing support, participation, and advice in the ongoing implementation of the demonstration project.

Upcoming MN Community Measurement meeting on statewide quality reporting
MN Community Measurement’s (MNCM) Measurement and Reporting Committee will meet Wednesday, June 13, on work related to the development of the Statewide Quality Reporting and Measurement System. Please see Measurement and Reporting Committee for more information.

Public forum on statewide quality reporting June 27
MDH and MN Community Measurement (MNCM) will hold a public forum in St. Paul on June 27, to present MNCM’s final quality measure recommendations in connection with the annual update of the Statewide Quality Reporting and Measurement System. 
These final recommendations will be available at Health Care Quality Measures – Recommendations by June 15, and a notice will be included in the MDH Health Reform Update when they are posted.  The public forum will include an opportunity for interested stakeholders to comment on the recommendations and to ask questions. The June 27 meeting will be from 10 a.m. to noon in the Mississippi Room at Snelling Office Park, 1645 Energy Park Drive, Saint Paul.

Provider peer grouping call canceled
MDH's June 11 conference call about the provider peer grouping initiative has been canceled.

Weekly Update - June 1, 2012

Triple Aim Innovation in Minnesota, Thursday, June 7, 1-5 p.m., St. Paul
In April, the University of Minnesota Clinical and Translational Science Institute (CTSI) convened local health care leaders to discuss themes included in the more than 35 Health Care Innovation Award proposals submitted by Minnesota organizations. More than 120 participants identified common themes and current initiatives around the Triple Aim and improving health in Minnesota. On June 7, the CTSI will hold another gathering at the Minnesota Health Department to discuss opportunities for the State of Minnesota and for developing the "Next Minnesota Model." Health Care Homes Event for Employers
Buyers Health Care Action Group ( BHCAG)  and the Minnesota departments of health and human services are sponsoring an interactive workshops June 21,  designed for Minnesota employers. These workshops will focus on what employers need to know about health care homes. Learn more and register.
Health reform conversation held in Willmar
The West Central Tribune recently covered one of 40 health care conversations being convened around the state by the The Bush Foundation and the Citizens League. These groups are scheduled to report their findings to the Governor's Health Care Reform Task Force at the end of the summer.
