Weekly Update - March 29, 2012

"Local lunch day" shows benefits of 2008 health reforms

Commissioner of Health Dr. Ed Ehlinger visited Woodland Elementary School in Eagan last week to get an on-the-ground look at some of the effects of Minnesota’s health care reform law passed in 2008. Woodland is one of the many schools partnering with the Minnesota Department of Health and its Statewide Health Improvement Program (SHIP) to improve the local economy and school lunches by using locally grown foods. Woodland has taken advantage of several SHIP initiatives, such as Great Trays, Farm to School, and Safe Routes to School. SHIP was created as part of the 2008 reform law. Register for The State of Triple Aim Innovation in Minnesota
In November 2011, the Center for Medicare and Medicaid Innovation announced the Health Care Innovation Challenge, which will award up $1 billion in grants to applicants who will implement the most compelling new ideas to deliver better health, improved care and lower costs to people enrolled in Medicare, Medicaid and CHIP. Minnesota health care and community organizations were uniquely prepared to submit nearly 40 innovative ideas in response to the challenge.

The UMN Clinical and Translational Science Institute is pleased to invite all Minnesota health care innovators to come together on Tuesday, April 10 for a morning of learning and laying the groundwork for future opportunities through facilitated discussion about The State of Triple Aim Innovation in Minnesota.

The meeting is open to the public and will be on Tuesday, April 10, from 9:00 a.m. to 1:00 p.m. DoubleTree Hotel in south Minneapolis.

Provider Peer Grouping Conference Call
MDH holds monthly conference calls to share information about the provider peer grouping initiative on the second Monday of each month from 7:30-8:15 a.m. The next call-in session is scheduled for Monday, April 9. The presentation slides for the call will be available by Friday, April 6, on the Provider Peer Grouping page.

Weekly Update - March 22, 2012

Survey finds support for a Minnesota health insurance exchange (pdf)
In March, AARP Minnesota released the findings of a public opinion poll showing broad support in Minnesota for a state designed health insurance marketplace. The survey found that two‐thirds of Minnesotans support the creation of a state run health insurance exchange and 74% want that exchange to negotiate competitive prices for consumers.

Nearly all states moving forward with Affordable Care Act
A Commonwealth Fund report released Thursday finds that 49 states have already taken action supporting the implementation of the Affordable Care Act, such as passing legislation, issuing regulations or other guidance, or actively reviewing insurer filings.

Save the Date - CMS Challenge Grant Collaboration and Coordination Meeting
The Office of Community Engagement for Health at the U of M Clinical and Translational Science Institute is convening a meeting of those who submitted proposals to the CMS Innovation Challenge to discuss additional opportunities to coordinate and collaborate. The meeting is open to the public and will be on Tuesday, April 10, from 10:00 a.m. to 12:00 p.m. More details will be available at www.ctsi.umn.edu.

Citizen Engagement in Health Reform – Citizen Solution Forums
The Citizens League and the Bush Foundation are leading an effort to engage citizens and businesses around Minnesota in defining values and priorities for health reform in our state.  In the spring and summer of 2012, they will be traveling around the state to bring citizens into this discussion with a series of in-person workshops and online forums. See the Citizens League website for more information on registration.

Weekly Update - March 8, 2012

Minnesota Statewide Health Improvement Program progress report submitted to Legislature
Minnesota's nationally recognized Statewide Health Improvement Program (SHIP) has shown progress towards improving conditions linked to better health by partnering with hundreds of schools, clinics and workplaces across Minnesota, according to a report submitted by the Minnesota Department of Health (MDH) to the Legislature.

No 2011 recovery in employer sponsored health insurance since the end of recession
The percentage of Minnesotans without health insurance did not show improvements nearly two years after the official end of the economic recession. Minnesota's uninsured rate in 2011 was 9.1 percent, which is unchanged compared to 2009, according to a new study by the Minnesota Department of Health (MDH) and the University of Minnesota School of Public Health.

Request for Comment on Actuarial Value and Sharing Reductions (pdf)

On Friday February 24, 2012 the Center for Consumer Information and Insurance Oversight (CCIIO) released the Actuarial Value and Cost-Sharing Reductions (AV/CSR) Bulletin. The purpose of this bulletin is to provide information and solicit comments on the regulatory approach that the Department of Health and Human Services (HHS) plans to propose to define AV for qualified health plans (QHPs) and other non-grandfathered coverage in the individual and small group markets under section 1302(d)(2) of the Affordable Care Act, as well as to implement cost-sharing reductions under section 1402 of the Affordable Care Act.  Comment is requested on or before 3:00 p.m. central time on Friday, March 16, 2012.

Notice of Request for Information for the Evaluation of the Health Care Homes Initiative
The Minnesota Department of Health is issuing a Request for Information from a wide range of sources on evaluation needs to evaluating the overall Health Care Homes Initiative authorized under Minnesota Statutes §256B.0752. The State is seeking information that it may use for future planning, policy development, and/or competitive contracting for professional/technical services.
