Weekly Update - November 30

Draft Roadmap to a Healthier Minnesota Available for Public Comment
The Health Care Reform Task Force is seeking public comment on the draft Roadmap to a Healthier Minnesota – the Task Force's recommendations to Governor Dayton and the Legislature.  Please email your letter to HealthReform.MN@state.mn.us and include "Roadmap" in the subject. Public comment on the draft Roadmap will be collected until 5:00 p.m. on December 10, 2012.

Feedback Sought on Initial Quality Data Reporting Designs
The Minnesota Department of Health (MDH) and the Minnesota Health Insurance Exchange are collaborating on the design and launch of web-based public reporting of health care provider quality data. MDH collects these data through the Statewide Quality Reporting and Measurement System, a cornerstone of a 2008 state health reform law. MDH and the exchange have worked with the exchange's information technology vendor to develop alternatives of how these data for clinics, hospitals, and ambulatory surgical centers may be published in a consumer-friendly way. 
MDH and the exchange invite interested stakeholders to participate in a webinar to view these potential displays and provide feedback on them. Input from stakeholders, as well as from a concurrent consumer testing process, will influence the final design of the public reporting displays.

 (All data used in the webinar will be masked since the purpose of the webinar is to obtain feedback on design alternatives rather than to share health care provider quality data.)
The webinar will take place on Wednesday, December 12 at 9:00 a.m. Call-in details will be available next week. The webinar will be recorded and posted on both MDH's and the exchange's website. Stakeholders may review the webinar and provide input to MDH and the exchange through Friday, December 21.

Request for Comment on Proposed Rules for the Affordable Care Act
On November 20th, the Federal Department of Health and Human Services issued proposed rules for the Affordable Care Act. The Minnesota Departments of Commerce and Health are collecting public comment on these proposed rules which address insurance market rules/rate review; essential health benefits/actuarial value and accreditation standards; and wellness programs.  Please email your letter to HealthReform.MN@state.mn.us by 3:00 p.m. Central Time on December 17, 2012. December 5 Webinar - Statewide Quality Reporting: Patient Reported Tools to Measure Total Knee Replacement and Spine Surgeries
The Minnesota Department of Health, MN Community Measurement, and the Minnesota Medical Association will be hosting a webinar "Statewide Quality Reporting: Patient Reported Tools to Measure Total Knee Replacement and Spine Surgeries"on Wednesday, December 5 from 7:30 a.m. – 8:30 a.m. This webinar will provide an overview of the total knee replacement and lumbar spine surgery measures and will outline the requirements, the measures, and the tools practices need to use to meet the measure specifications.

Weekly Update - November 15, 2012

Statewide Quality Measures Published
The Minnesota Department of Health published the 2012 amendements to the Statewide Quality Reporting and Measurement System rules in the State Register. The adopted rule and appendices are available at Health Care Quality Measures - Adopted Rule. Minnesota law requires the Minnesota Department of Health (MDH) to establish a standardized set of quality measures for health care providers across the state and to produce an annual report on health care quality. A subset of the standardized set of quality measures will be used for public reporting purposes.The Commissioner of Health is required to annually evaluate the measures included in the standardized set of quality measures. These rules were adopted in December 2009 and amended in November 2010 and 2011. The 2012 amendments to Minnesota Rules, Chapter 4654, Permanent Rules Relating to Health Care Quality Measures, were approved by the Office of Administrative Hearings on October 16, 2012, and were published in the November 13, 2012, edition of the State Register.

Request for Proposal - Medical Rate Review
The Minnesota Department of Commerce submitted a request for proposals (RFP) for highly qualified actuarial consultants that have knowledge and experience with health insurance reform to assist the department in improving its medical rate review process. This request for proposal includes five specific project areas focusing on training, audit, statute review, best practices, and public rate filings.

The Provider Peer Grouping Advisory Committee will meet on Monday, November 19, 1-4 p.m. in the Red River Room of the Snelling Office Park Building of the Minnesota Department of Health, 1645 Energy Park Drive, Saint Paul. All meetings of the Advisory Committee will be open to the public. Comments are due by 5 p.m. Central Time on Tuesday, November 13, 2012 and can be submitted to HealthReform.MN@state.mn.us. Please write "Rating Areas" in the subject line of the email.

Health Insurance Exchange Application Deadline Approaches
For Minnesota to be able to have a state based exchange, federal law requires Minnesota to file an application by November 16 demonstrating Minnesota's ability to be operational in time for open enrollment in October 2013. Minnesota will be applying for conditional approval. Under conditional approval, it is not necessary that Minnesota have policy decisions in areas such as governance, financing or navigators/brokers determined by November 16. Rather, the application must document sufficient infrastructure and functional planning and development, and provide a plan and timeline for completing all remaining requirements. The public is invited to review and comment on the application documents.

Care Integration and Payment Reform Work Group Meeting Canceled
The Care Integration and Payment Reform Work Group did not meet at 12:30 on Thursday, November 1st.  However, the Work Group planned to present its draft Recommendations to the Task Force on November 1st during the Task Force meeting from 2:30 to 6:00 at the Kelly Inn in St. Paul.
