Health Care Reform Task Force and Workgroup Information

The Minnesota Department of Health posts weekly updates of announcements related to the agency's health reform activities. These updates are also sent out via email to subscribers to Health Reform Announcements. Updates are sent each Thursday.

 

Weekly Update - September 28, 2012

Care Integration and Payment Reform work group will meet Oct 1
Yesterday's Care Integration and Payment Reform work group meeting on September 27 was canceled. The CIPR Work Group will next meet on October 1st from 12:30-2:30 at the Wilder Foundation.

Prevention and Public Health Work Group Meeting Rescheduled
The Prevention and Public Health Work Group of the Health Care Reform Task Force has rescheduled its meeting on Friday, September 28th.  The PPH Work Group will now meet on Monday, October 8th from 1-2:30 at MNDOT's Aeronautics Building (222 East Plato Blvd., St. Paul, MN 55107).

State Innovation Model Grant Application Submitted
On September 24th, the Minnesota Department of Human Services and the Department of Health submitted an application in response to the CMS Innovation Center State Innovation Models Funding Opportunity. The proposal builds upon the Medicaid Health Care Delivery System and Hennepin Health demonstration projects to support integrated, patient-centered services across the continuum of care (health care, mental health, long term care and other services).  The Minnesota Accountable Health Model proposed in the application would offer a comprehensive, statewide initiative to close the current gaps in health information technology, secure exchange health information, quality improvement infrastructure, and workforce capacity needed to provide team-based coordinated care.  Providers in smaller practices, rural areas and who serve as the health care safety net would be prioritized across these activities.  The announcement regarding which states are selected for funding is expected from the CMS Innovation Center in December 2012. The State Innovation Model grant application materials submitted to the federal government are available online.

Provider Peer Grouping Advisory Committee
The second meeting of the PPG Advisory Committee will be Tuesday, October 16, 2012, 8-11am in the Mississippi Room of the Snelling Office Park Building of the Minnesota Department of Health, 1645 Energy Park Drive, Saint Paul. All meetings of the Advisory Committee will be open to the public. Weekly Update - September 21, 2012

Health Reform Task Force to discuss Health Insurance Exchange developments
At the Monday, October 1 Health Care Reform Task Force meeting, the group will discuss exchange developments and Minnesota's upcoming key decision points. As described in a September 18 letter from Governor Dayton to legislative leaders (PDF), there will not be final policy decisions, such as how the exchange will be financed or governed before November. Dayton also directed Minnesota Management & Budget and Commissioner Jim Schowalter to assume responsibilities for taking the exchange to the next phase. Sept. 21 Payment Methodology Steering Committee meeting has been canceled
The Friday, September 21, Payment Methodology Steering committee meeting has been cancelled. The next in-person meeting will be Friday, December 14. There will be a one-hour conference call on Friday, November 9, from 9 to 10 a.m. to update the committee on payment methodology revision progress and to answer questions. More details will be posted at the end of October.

New clinics certified as health care homes
The Minnesota Department of Health has added two new clinics. There are now 192 certified health care homes in Minnesota.

Weekly Update - September 14, 2012

Medical homes lower costs, model reaches a national "tipping point"
The medical home model, known as health care homes in Minnesota, has reached a tipping point with broad support from the public and private sector, according to a national report from the Patient-Centered Primary Care Collaborative. The report provides data from 23 case studies and a summary of 34 peer reviewed and industry reports from initiatives from the past two years. The bottom line is that there is substantial empirical support that health care homes are improving care and lowering costs.

Public comment on the draft recommendations of the Prevention and Public Health work group have been received and are available on the work group site.

Health Insurance Exchange seeks public feedback on planning documents
The Plan Certification Work Group has recommended a proposed set of QHP certification standards for the Minnesota Health Insurance Exchange. Interested stakeholders are invited to review the draft recommendations and to submit comments. Comments received by 9:00 am, Monday, September 17 will be reviewed when the Advisory Task Force addresses the topic at the September 27 meeting.
The Advisory Task Force has submitted for consideration a draft of proposed Guiding Principles for the Minnesota Health Insurance Exchange. They will serve as the foundation for development work performed by both the Advisory Task Force and the Work Groups. The Advisory Task Force is seeking public input on the draft principles, and invites interested stakeholders to submit comments on them through 9:00 am, Monday, September 24.

The Small Employer and Employees Work Group has drafted proposed recommendations on the inclusion and interface of tax savings or tax credit programs for the small employer within the Minnesota Health Insurance Exchange. Interested stakeholders are invited to review the draft document and to submit comments. Comments received by 9:00 am, Monday, September 24 will be reviewed when the Advisory Task Force addresses the topic at the September 27 meeting.

Weekly Update - September 7, 2012

Provider peer grouping advisory committee materials available
The first meeting of the advisory committee will be Friday, Sept. 7, 2012, 1-4 p.m. in the Oasis Room of the Eagan Community Center, 1501 Central Parkway, Eagan. Meeting materials are now available at http://www.health.state.mn.us/healthreform/peer/advisorycommittee.html. All meetings of the advisory committee will be open to the public.
