Statewide Quality Measures Published
The Minnesota Department of Health published the 2013 amendments to the Statewide Quality Reporting and Measurement System (SQRMS) rules in the State Register. The adopted rule and appendices are available at Health Care Quality Measures - Adopted Rule.
Minnesota law requires the Minnesota Department of Health (MDH) to establish a standardized set of quality measures for health care providers across the state and to produce an annual report on health care quality.

The Commissioner of Health is required to annually evaluate the measures included in the standardized set of quality measures. As such, MDH published proposed amendments in the State Register on August 12, 2013, and posted the proposed changes, including changes to the rule's appendices and measure specifications, on its website. The publication of the proposed amendments initiated a formal 30-day comment period which ended on September 11, 2013.

The 2013 amendments to Minnesota Rules, Chapter 4654, Permanent Rules Relating to Health Care Quality Measures, were approved by the Office of Administrative Hearings on October 25, 2013, and were published in the December 9, 2013, edition of the State Register. In response to public comments and review and analysis of SQRMS data, the rule, appendices and measure specifications, MDH made certain changes to the appendices and measure specifications following publication of the proposed rule. A summary of changes is available at Health Care Quality Measures - Adopted Rule.
