Statewide Quality Reporting and Measurement System 2013 Health Information Technology Ambulatory Clinic Survey to open February 15
As part of the Statewide Quality Reporting and Measurement System, physician clinics are required to complete the annual HIT Ambulatory Clinic Survey. The web survey will open on February 15 and must be completed by March 15. The survey links for each clinic site will be sent to the primary contact for each medical group listed in MN Community Measurement's Data Portal. To make this notification process effective, please ensure that annual clinic registration is completed by February 8 as communicated in the January 11 edition of the Minnesota Health Reform Update.

Minnesota Receives $39 Million Federal Grant for Insurance Exchange
Minnesota has received a $39 million federal grant from the U.S. Department of Health and Human Services (HHS) to continue design and development of a Minnesota health insurance exchange. Minnesota submitted this most recent grant application to HHS in November, 2012. Grant funds will be used for IT licenses and maintenance costs, call center operation, consumer outreach including training for customer assistance personnel, navigators, and brokers, consumer testing, and other administrative functions.
The health insurance exchange legislative bill which would establish a state-based exchange, passed the Senate State & Local Government committee this week on a 7-5 vote. The committee examined the governance structure, board makeup, and powers of the board, among other issues. The committee also adopted several amendments. The amended version can be viewed online.
Weekly Update - January 11, 2013
Lawmakers Unveil Health Insurance Exchange Legislation
This week lawmakers unveiled bipartisan legislation to establish a health insurance exchange. The exchange will be an online marketplace where Minnesotans can compare and purchase health insurance coverage. Health insurance exchanges are a key component of the Affordable Care Act.
The bill calls for a public-private governing board and funds operation of the exchange by charging health insurance companies a 3.5 percent surcharge on premiums of the health plans purchased through the exchange. Committee hearings are planned for next week.
Enrollment in the Minnesota Health Insurance Exchange begins October 1, 2013, with plan coverage starting January 1, 2014.
Statewide Quality Reporting and Measurement System Annual Clinic and Provider Registration
The MN Community Measurement (MNCM) Data Portal opened for clinic and provider registration in December 2012. Registration must be completed by February 8, 2013. All physician clinics in the state of Minnesota are required to register annually for the Minnesota Department of Health's (MDH) Statewide Quality Reporting and Measurement System. MDH also uses registration information for Provider Peer Grouping to properly credit each physician clinic with the services they provide to their patients. Clinics that have previously registered with MNCM will need to update their clinic and provider information. The registration guide is posted on the MNCM Data Portal and on the MNCM Web site.
On January 8 and 10, the Minnesota Medical Association (MMA) hosted a webinar given by MDH and MNCM on, "2013 Clinic & Provider Registration and Clinical Quality Data Submission Requirements". MMA will post the webinar and presentation slides on its website.

The Minnesota Department of Health has certified six new clinics as health care homes.
