Minnesota's State Innovation Model (SIM) initiative launches website
DHS and MDH recently launched a new SIM Minnesota website at http://mn.gov/sim. In February 2013 the Center for Medicare and Medicaid Innovation (CMMI) awarded Minnesota a $45 million State Innovation Model (SIM) testing grant to be implemented during a three-year period ending October 2016. The goal is to help Minnesota providers and communities work together to create healthier futures for Minnesotans. Minnesota will use the grant money to test new ways of delivering and paying for health care using the Minnesota Accountable Health Model (MAHM). Minnesota's SIM initiative is a joint effort between the Department of Human Services (DHS) and the Department of Health (MDH) with support from Governor Mark Dayton's office.

MDH announces newly certified health care homes
There are now 296 health care homes.

Contract for Health Care Quality Measurement
The Minnesota Department of Health (MDH) requests proposals on quality measurement and reporting of health care providers to advance quality improvement, health outcomes, transparency, and accountability in the State of Minnesota. The goals of this project are to assist MDH in maintaining, enhancing, and refining the Minnesota Statewide Quality Reporting and Measurement System (SQRMS) and Health Care Homes quality measure benchmarking system.
Proposals must be received by 3:00 p.m., Central Time, on October 21, 2013. Work is proposed to start after November 22, 2013. For more information, visit http://www.health.state.mn.us/healthreform/rfp/index.html.

SIM Minnesota seeks input about HIT and data analytics by October 15
The Minnesota Department of Health (MDH) and the Minnesota Department of Human Services (DHS) are jointly releasing a Request for Information (RFI) on Health Information and Data Analytics in Accountable Care Models as part of the Minnesota State Innovation Model (SIM) Grant.  This RFI is designed to obtain input from a variety of stakeholders on a subset of Minnesota's State Innovation Model (SIM) Grant activities related to the health information technology, health information exchange, and data analytics needed to advance the Minnesota Accountable Health Model.
Directions for returning responses are on the first page of the RFI.  Responses to the RFI are due on October 15, 2013.  If you have any questions, please email SIM@state.mn.us. Click here to download the RFI.

opening week highlights

Since the marketplace launched October 1, more than 9,000 user accounts have been created and there have been more than 32,000 unique visits to the MNsure website. The Contact Center has been busy helping callers and 99% of the calls have been resolved in the first contact.
MNsure was highlighted in an October 8 New York Times article about the health insurance marketplaces around the country. "The Web site of the Minnesota exchange was pretty simple to use, pretty straightforward," said Robyn Skrebes of Minneapolis, who signed up herself and her child for health insurance this week.
MNsure account and application functions are available Monday – Saturday, 6:00 AM – 10:00 PM until further notice. MNsure Updates 

Marketplace open for business

Shortly after 3:00 p.m. on Tuesday, October 1, the MNsure marketplace opened for business. The online marketplace makes it possible for consumers and small business owners to shop, compare and choose from health insurance plans with the lowest rates in the country, a fact that made news throughout the week leading up to MNsure's opening.
By mid-afternoon on Wednesday, October 2, more than 2,500 consumer accounts had been created via the MNsure website. The Contact Center fielded more than 1,000 calls on opening day and more than 400 by 2:00 PM on day two.
On the website, consumers looking for individual and family coverage are able to browse and compare plans, create an account, find out if they qualify for financial assistance and select a plan for enrollment or purchase. There are 141 plans available for consumers to purchase through MNsure: 78 individual plans and 63 plans for small businesses.

Our Assister Network of Agents/Brokers and Navigators are in the final stages of certification and are ready to assist consumers and small employers. Check for updates of the Assister Directory.
The full MNsure website with eligibility and enrollment functions is available Monday – Saturday, 6:00 AM – 10:00 PM until further notice. The public information website will be up 24-hours, 7-days a week.
System maintenance is performed Monday – Saturday, 10:00 PM – 6:00 AM, and all day Sunday.

The MNsure Contact Center toll-free number is 1-855-3-MNsure (1-855-366-7873). Extended hours of operation for the first week of open enrollment are 7:30 AM – 10:00 PM Monday through Friday and 9:00 AM - 4:30 PM Saturday.
Assistance is available in English, Spanish, Hmong and Somali, and representatives can connect callers who need help in other languages to an interpreter service offering more than 140 languages.

After a public comment period, the rules on the policies and procedures for appealing eligibility determinations made by MNsure have been modified. The final rules and modifications are published in the public comments archives.
