MDH updates Minnesota's Quality Incentive Payment System
This week the Minnesota Department of Health released its fourth update to the Minnesota Quality Incentive Payment System for health care providers, since the program started in 2010. The update includes the system's latest quality measures and performance thresholds for clinics and hospitals. The incentive payment system, sometimes called pay for performance, is part of Minnesota's 2008 health care reform law. It was implemented in 2010. It is currently being used for participants in the state employee health plan and enrollees in state public insurance programs. Use of this system by private health care purchasers—which are not required by law to adopt it—is also encouraged. The final framework can be found at Quality Incentive Payment System.

MNsure enrollment tops 180,000
This week MNsure announced 181,357 Minnesotans enrolled in coverage through MNsure, the state's health insurance marketplace.

MDH announces new health care homes
The two newly certified clinics are Hennepin County Medical Center, Golden Valley Clinic and Hennepin County Medical Center Senior Care. There are 326 Health Care Homes. For more information or to find a Health Care Home near you visit http://www.health.state.mn.us/healthreform/homes/index.html

National Quality Forum seeks comments on community action guide
The National Quality Forum (NQF) is seeking public comment on its draft Community Action Guide, a new resource designed to help communities initiate or improve population health programs. The guide could ultimately influence how Minnesota health care providers and communities partner. It takes a broad look at how communities can work with public health and clinical care systems to improve population health. It also includes shared definitions to ensure better coordination and alignment across these systems.The guide will be available for public comment starting April 2nd, and ending on April 16th. Weekly Update - April 4, 2014

SIM Minnesota job openings
There are two job openings related to Minnesota's $45 million State Innovation Model Grant. Learn more about the SIM practice facilitation coordinator position and the SIM community integration/accountable community for health coordinator position at the web site.
Recommendations sought for statewide quality reporting by June 1
The Minnesota Department of Health (MDH) invites interested stakeholders to submit recommendations on the addition, removal, or modification of standardized quality measures to MDH by June 1, 2014.The Commissioner will take these recommendations into consideration in determining what, if any, changes should be made to the Statewide Quality Reporting and Measurement System (SQRMS). Information on the criteria for recommendations is available at Health Care Quality Measures - Recommendations. Recommendations must be submitted to MDH at health.reform@state.mn.us by June 1, 2014, to be considered.
MDH has suspended ambulatory surgical center statewide registration and quality measure reporting during 2014. For additional background information, see the memo MDH issued on February 28, 2014. MDH is also considering suspending Ambulatory surgical center registration and reporting in 2015 as well; thus, MDH is requesting community feedback on this potential change in particular.   

MN Community Measurement selected as quality measurement vendor 
MDH has selected MN Community Measurement to continue as the State of Minnesota's vendor for the Minnesota Statewide Quality Reporting and Measurement System and Health Care Homes program. MDH issued a Request for Proposals and conducted a rigorous competitive search for a vendor to assist MDH in maintaining, enhancing, and refining an effective quality measurement and reporting system for Minnesota health care providers.

 

Total knee replacement measure webinar April 8
The Minnesota Department of Health and MN Community Measurement (MNCM) will present an informational webinar to review the Total Knee Replacement measure for the Statewide Quality Reporting and Measurement System on April 8, from 7:30 a.m. to 9:00 a.m. Total Knee Replacement is a new measure for 2014 reporting. MN Community Measurement's MARC will meet on April 9. All meetings of the MARC are open to observation by the public. Please RSVP your planned attendance to publicmeeting@mnhealthcare.org by 12:00 p.m. on the Tuesday before each meeting, to ensure space is available for all interested observers. MN Community Measurement's Measure Review Committee will meet on April 11 from 7:30 – 9:30 a.m. This meeting is open to observation by the public.
