Weekly Update - October 17, 2014

Minnesota continues to test how emerging professionals impact health care teams
The Minnesota Department of Health (MDH) awarded another round of $30,000 grants to four organizations to test the potential of emerging professionals to strengthen health care teams and improve access to care. This is the second round, of three rounds of grant funding, awarded for the Emerging Professions Integration Grant Program. These awards were made possible through Minnesota’s $45 million State Innovation Model (SIM) testing grant.

Hospital Quality Reporting Steering Committee meeting October 27
The Hospital Quality Reporting Steering Committee will hold a meeting October 27 at 2 p.m., on work related to the Statewide Quality Reporting and Measurement System. Weekly Update - October 10, 2014

More financial help and more plans available through MNsure this year
MNsure today announced that Minnesotans will have more plans and coverage options to choose from in every county, and more access to financial help when the 2015 Open Enrollment Period begins on November 15.

Statewide Quality Reporting and Measurement System requests comments
On September 15, The Minnesota Department of Health (MDH) published proposed amendments to Minnesota Rules Chapter 4654 (the Minnesota Statewide Quality Reporting and Measurement System) in the State Register. MDH posted the proposed changes, including changes to the rule's appendices, at Health Care Quality Measures – Proposed Rule Amendments. The publication of the proposed amendments initiated a formal 30-day comment period. MDH invites public comment on the proposed rule, appendices, and measure specifications during the 30-day rulemaking comment period that closes at 4:30 p.m. on October 15, 2014. Box 64882, St. Paul, MN  55164-0882, 651-201-5530, or health.reform@state.mn.us.  MDH is required to annually review and publish any proposed amendments to Minnesota Rules Chapter 4654.

Meeting Mandates, Making the Connection: Workers’ Compensation Electronic Health Care Transactions Event November 5 
The state of Minnesota and other states require that common health care transactions including billings, acknowledgments, and remittance advices be exchanged electronically. The Minnesota Department of Health (MDH) and Minnesota Department of Labor and Industry (DLI) want to know more about how these electronic transactions are working for you, and what is needed to be successful. Save Wednesday, November 5, 2014, for this all-day special industry-wide symposium. SIM Minnesota - Privacy, Security and Consent Management for Electronic Health Information Exchange Grant Program
The Minnesota Department of Health (MDH) requests proposals for the Privacy, Security and Consent Management for Electronic Health Information Exchange grant program. The goal of the Privacy, Security and Consent Management for Electronic Health Information Exchange grant program is to support health care professionals, hospitals and health-related settings in using e-health to improve health, increase patient satisfaction, reduce health care costs, and improve access to the information necessary for individuals and communities to make the best possible health decisions. This funding will further support readiness to advance the Minnesota Accountable Health Model and Accountable Communities for Health.

Up to $500,000 will be available for up to two 18-month grants for two distinct parts:

Part A: Review of e-Health Legal Issues, Analysis and Identification of Leading Practice
(up to $200,000 for 18 month grant period)

Part B: e-Health Privacy, Security and Consent Management Technical Assistance and Education (up to $300,000 for 18 month grant period)

An optional Informational Call will be held on Monday, October 20, 2014, from 10:00 a.m. –12:00 p.m. Central Time.

Required, non-binding Letters of Intent to Respond are due on Monday, November 3, 2014, by 4:00 p.m. Central Time.

Proposals are due December 5, 2014, by 4:00 p.m. Central Time.

Asthma quality measure webinar
The Minnesota Department of Health (MDH) hosted a webinar with researchers from the University of Minnesota to present findings from a recent asthma quality measures study on September 29. Presentation slides  and audio from the webinar, as well as a summary of the U of M’s research and an MDH asthma fact sheet are available at Health Care Quality Measures – Proposed Rule Amendments.
