Statewide quality reporting

The Minnesota Department of Health (MDH) has released the 2010 Minnesota Health Care Quality Report. The report is a significant building block toward value-based health care in the state. It lays the foundation for provider peer grouping, which will compare providers on both risk-adjusted quality and cost in an effort to both improve quality and contain spiraling health care costs.

The report builds on the efforts of MN Community Measurement, and many other community partners. The report expands public reporting in two ways. First, MDH has increased the statewide scope of the report by bringing together measures from 520 clinics, as well as more than 40 quality measures submitted by hospitals. Second, it has also increased the depth of information through risk adjustment, which makes the results from providers more comparable, regardless of their patient population.

The report is available at Statewide Quality Report - 2010 Report.

Provider peer grouping

  • The Minnesota Department of Health (MDH) has received a $300,000 grant from the Robert Wood Johnson Foundation to study the initial use of the Provider Peer Grouping System by payers and the early impact of the information on consumer behavior. An integral part of Minnesota’s 2008 health reform initiative, the Provider Peer Grouping System will measure and report on provider value – both risk-adjusted quality and cost – and will make it possible for consumers, providers, purchasers and policymakers to make more informed health care decisions.

Researchers at the University of Minnesota’s State Health Access Data Assistance Center (SHADAC) will assist MDH to meet the objectives of the study, which are to provide qualitative and quantitative information regarding: 1) the extent and manner of use of the Provider Peer Grouping System by payers, whether payers continue to use their own measures, and the reasons for such use; and 2) the extent of change in consumer choice/utilization of providers.

The grant covers three years starting Nov. 1, 2010. MDH will produce three separate reports on the analysis, in November 2011, November 2012 and November 2013.
  • MDH will hold monthly conference calls to share information about the provider peer grouping initiative on the second Monday of each month from 7:30-8:30 a.m. The next call-in session is scheduled for Monday, November 8, at 7:30 a.m. The presentation slides for the call will be available Friday, November 5, on the Provider Peer Grouping page.
