Preliminary recommendations for data elements due from MHIC By this date, MHIC must present to MDH a set of recommended data elements to be submitted by Minnesota encounter data reporters. Preliminary Recommendations for Data Elements (PDF: 2.5MB/51 pages) MDH solicits public comments and questions on the preliminary recommendations for data elements to be collected MDH will request public comments and questions in writing on the preliminary recommendation for data elements to be collected. Written submissions may be sent by mail to: MHIC will respond in writing to all questions submitted by Monday, January 26, 2009 at 5 p.m.

Public meeting to discuss preliminary recommendations for data elements, 1-4 p.m. MDH will convene a public meeting during which MHIC will give a presentation on their encounter data collection system, and on the preliminary recommendations for data elements to be collected. After the presentation, MDH and MHIC will take questions and comments from the public. Written questions and comments received prior to January 26 will also be distributed at the public meeting, with answers provided by MHIC. Expedited rulemaking by MDH Building off the final recommendations of data elements from MHIC, MDH will develop, propose and adopt rules to define data elements for collection from all health plans and third-party administrators, for the purpose of developing the provider peer grouping system.

| March 23, 2009 | Start of 30-day public comment period on the proposed rule MDH is publishing the proposed rule on encounter data collection and technical specifications as appendices in the State Register on March 23, 2009. This initiates a 30-day public comment period ending on April 22, 2009. During the 30-day public comment period, interested parties are encouraged to provide MDH with comments by calling 651-201-5530 or by e-mailing health.reform@state.mn.us. | April 2, 2009 | Public meeting about the proposed rule, 2-4 p.m. Representatives from the Minnesota Department of Health will provide background information on how the department is fulfilling the mandate to collect encounter data, established in the 2008 health reform law. This public meeting is an opportunity for the public to learn more about the proposed rule on encounter data collection and to ask questions.
