Encounter Data Request for Proposals (RFP) Tentative Consolidated Task Timeline of Major Milestones and Requirements
RFP process:
| • September 29, 2008: | RFP announced in State Register |
| • October 3, 2008: | RFP distributed to interested parties |
| • October 14, 2008 | First conference call with prospective responders |
| • October 22, 2008: | Second conference call with prospective responders |
| • November 7, 2008: | Proposals due from responders. |
| • November 21, 2008: | Contractor chosen |
| • December 5, 2008: | Contract in place. |
| • December 8, 2008: | Contractor begins work. |
Task One:
| • January 16, 2009: | Preliminary recommendations on specific data elements and reporting format requirements submitted to the Minnesota Department of Health. |
| • January 27, 2009: | Contractors must share preliminary recommendations with stakeholders in multiple public meetings by this date. |
| • February 9, 2009: | Contractor must submit final recommendations on specific data elements and reporting format requirements to MDH. |
Task Two-Six:
| • Winter/spring 2009: | Contractor begins development of database for Minnesota reporters’ data.` |
| • April 2, 2009: | Contractor must hold initial orientation with reporters by this date. |
| • May 2009: | Contractor convenes first monthly meeting with reporters. |
| • June 1, 2009: | Database developed by contractor is ready to accept test data on a voluntary basis. |
| • June 2009: | Contractor convenes second monthly meeting with reporters. |
| • July 1, 2009: | Contractor begins to accept first submissions from reporters. |
| • July 2009: | Contractor convenes third monthly meeting with reporters. |
| • July 31, 2009: | Contractor provides first thirty-day reports on status of reporter-specific data submissions to reporters and to the Minnesota Department of Health. |
| • August 2009: | Contractor convenes fourth monthly meeting with reporters. |
| • August 31, 2009: | Contractor provides first sixty-day reports on status of reporter-specific data submissions to reporters and to the Minnesota Department of Health. Contractor also provides recommended solutions and a timeline for each reporter to support complete reporting of adjudicated claims data and enrollment data prior to January 1, 2010. |
| • September 2009: | Contractor convenes fifth monthly meeting with reporters. (These meetings occur on a semi-annual basis after September 2009.) |
| • September 30, 2009: | First submission of six full months of data is complete. |
| • Fall 2009: | Contractor provides secure access to data for vendor creating provider peer groupings for testing purposes. |
| • January 1, 2010: | Second round of data collection begins and same cycle of thirty and sixty-day status reports occurs. |
| • Spring 2010: | Contractor provides secure access to data for vendor creating provider peer groupings. |
| • July 1, 2010: | Third round of data collection begins and same cycle of thirty and sixty-day status reports occurs. |
| • January 1, 2011: | Fourth round of data collection begins and same cycle of thirty and sixty-day status reports occurs. |
