Ms. Dale is a non-profit administrator with more than 15 years of experience in non-profit leadership, management and program development. She is also a certified leadership and transformation coach, and a composer who has worked extensively in theater including founding and producing the West Side Theater Project. In her 30-year career she has worked for Minnesota Communities Caring for Children (also known as Prevent Child Abuse Minnesota), the West Side Family Center, and Casa de Esperanza, all in St. Paul, MN. She is particularly interested in efforts that promote individual, family and community wellness for all, believing that all of our well-being is connected.

11-02-2017 - | Minnesota Crime Victimization Survey: Recent Findings |

The presenter will be Valerie Clark, Director of Training, Research and Communications, from the Office of Justice Programs. Valerie will present on recent findings from the Minnesota Crime Victimization Survey. The Minnesota Statistical Analysis Center, a part of the Office of Justice Programs (OJP), administered a statewide survey of victimization in late 2016. The mixed-mode survey collected data on experiences with crime victimization within the previous year, perceptions of safety and police effectiveness, and basic demographic information from 1,560 adults via mailed and web-based surveys. To ensure a representative sample with an adequate proportion of racial and ethnic minority respondents, households from majority non-white neighborhoods were over-sampled. Overall, the results of this survey reveal that self-reported victimizations are not following the same pattern as official crime data. While crimes reported to law enforcement agencies continue to decline, self-reported victimizations have remained stable or have slightly increased, depending on the crime type. Moreover, despite Minnesotans' confidence in the police, some of the most common and most serious types of offenses do not come to the attention of police. Despite the fact that serious violent crime has been continuing to decline in recent years, the rate of sexual assault without penetration more than tripled between 2010 and 2016. Join us to learn more about the results from the sexual violence, intimate partner violence, and stalking questions on this survey.

This presentation will focus on boys' trauma from experiencing sexual violence as victims/survivors. The presenter will describe the nuances that will help providers in serving boys who are victims/survivors. The presenter will also discuss strategies for preventing sexual violence against boys.
Presenter: Pheng Thao, Statewide Coordinator, Men and Masculine Folks Network. Bio: Pheng Thao works at the intersections of building community, organizing community and mental health. He is committed to creating new masculine and male practices that will not marginalize women, girls, LGBTQ folks and limit boys and men's full expression. He has done numerous trainings and technical assistances to several local, national, and international organizations on gender based violence including domestic violence, sex trafficking, and sexual assault. Pheng is the statewide coordinator for the Men and Masculine Folks Network, a collaborative project of many community organizations and individuals. The Network serves as a hub of sharing and lifting up practices in different communities to engage men and masculine folks to end gender-based violence. He is also the founder and director of ManForward, a local organization based out of the Twin Cities, MN that works toward developing new practices of brotherhood among men, boys and masculinities to end gender violence and promote gender equity. As a mental health practitioner, Pheng supports and works with -- LGBTQ youth, families and couples; Hmong men who have committed sexual abuse; and founded a domestic violence Hmong men's program called Txivneej Yawg. Lastly, he serves as a trustee on the MN Women's Foundation.

In 2016, the Minnesota Coalition Against Sexual Assault (MNCASA) awarded Safe Avenues with a Community Primary Prevention Partnership Grant. With support from MNCASA, Safe Avenues began providing an evidence-based curriculum targeting attitudes and behaviors associated with dating abuse and violence to area students in grades 7-12. This presentation will include an overview of the Safe Dates curriculum and an opportunity to participate in one of the session activities. The presentation will use real life examples about one community’s experience in using an evidenced based curriculum to have authentic conversations. We’ll also examine the difference between one time presentations and the art of making connections with community, educators, and students to create meaningful change.

Dodge, Fillmore, and Olmsted Victim Services has provided prevention programming for 30 years and has seen a lot of growth over the last couple of years. By adding several different programs, we have been able to move from providing services to a few thousand students to reaching over 13,000 students in the last year.
Presenters will share their knowledge and practice around intentional planning, understanding theories underlying effective prevention such as the spectrum of prevention, building strong relationships with school partners, outreach to multiple age groups from elementary students to college aged youth, and developing/offering programs that connect to and build off of each other.

Men¿s Engagement in Sexual Violence Prevention on Campuses
On campuses across the U.S., the call for men to ¿stand up¿ against sexual assault coupled with increasing attention to the terms of consensual sex has created a particular moment. What about men who choose to advocate in sexual violence prevention? What can we learn from their experiences? Renewed public discourse invites scholars and practitioners to revisit how men engage in sexual violence prevention. Based on 17 months of field work and over 20 interviews with two distinct populations - volunteer advocates and fraternity men, Britt wil discuss how men navigate this unlikely space and how their reach might, or might not, extend to other college students in effort to prevent sexual violence. Britt¿s findings speak to the necessity for practitioners to employ multiple strategies of engagement, in particular, seeking out both activists and brokers on campus.

Sexual Violence in the Aftermath of Disasters
Natural disasters have the potential to exacerbate risk of sexual violence by disrupting the social infrastructure, leaving people displaced and homeless, and making access to resources more difficult. To explore this impact on a local level, 16 service providers of the Minneapolis Tornado of 2011 were interviewed about their observations of sexual violence risks in relation to the natural disaster. Although the majority were unaware, key qualitative findings point to the increase of supply and demand in sex trade. PaHoua will explain the unique circumstances of natural disasters that shape the experience of sexual violence in ways that public health and emergency management must understand.

Terminology and Definitions Matter: Sex Trafficking/Human Trafficking/Abusive International Marriages/relationships
Although forms of sexual and domestic violence may not be so different in homes across America, the context of communities matters if we want to more effectively address and help to end gender-based violence. In the Hmong American community there is an increasing number of international marriages and relationships that are having a detrimental impact on families. In this workshop we will discuss and define what constitutes abusive international marriages and relationships, and dive deeper on the intersections of gender, culture, and globalization. Additionally, participants will consider how to improve services for families given new insights. The knowledge and insights gained from this presentation will inform our prevention work.

Healthy Masculinity: The evolution of a community solution
There is a positive interdependence between men and women. As Tony Porter says, “Our liberation as men is directly tied to the liberation of women.” Many men and women in our community believe this is true, and a larger conversation about healthy masculinity is becoming an increasingly popular topic in our area. But it wasn’t always that way. In this presentation, Kathy, Dayna, and Greg will illustrate how the effort to engage men in the prevention of IPV and SV has evolved over time and how the prevention leaders within our community decided to prioritize conversation about healthy masculinity. We’ll look at some of the challenges and successes of this evolution as we seek to unite everyone in the prevention of intimate partner and sexual violence.

De-Biasing Your Brain
In this presentation, we will explore a foundational knowledge of cognitive gender bias (aka implicit bias): what it is, how it works, and why it matters to our work in sexual violence prevention. We will face some bad news head on: cognitive bias is pervasive – it is everywhere, it infects all of us, and it leads to tremendous inequality. But we will also consider some good news, brought to us by recent research into “de-biasing” techniques. This presentation will outline ways of becoming more conscious about cognitive bias and how to address it both personally and institutionally. Once equipped with this knowledge, participants will have an opportunity to collectively discuss how cognitive bias affects sexual violence advocacy and prevention work and brainstorm solutions applicable in that realm.
Presenter: Lisa Stratton, Co-founder, Gender Justice
Lisa Stratton is an attorney and co-founder of Gender Justice. In her 20-year litigation career, Ms. Stratton has specialized in individual and class action gender discrimination cases. Ms. Stratton began her litigation career with the firm, Sprenger & Lang, which represented the women from the Minnesota Iron Range who sued Eveleth Mines for sex discrimination and whose story later inspired the movie “North Country.” With Gender Justice, she continues to litigate sex discrimination cases as well as civil sexual assault cases, both intimate partner sexual violence and workplace sexual assaults.
Gender Justice addresses the causes and consequences of gender inequality, both locally and nationally. We pursue this mission through three interconnected program areas:
- impact litigation
- policy work
- public education and training
In each program area, we seek to highlight the central role of cognitive bias – the subtle but pervasive ways that stereotypes affect our perceptions, decision, and preferences – as a cause of inequality. Likewise, in each program area, we seek to counteract the most harmful consequences of inequality, by working to dismantle the gender-based barriers that keep people from full participation in our economy and our society. While we believe gender inequality is detrimental to all, we focus particularly on the needs of those individuals – such as low-income and immigrant workers – who face additional barriers to accessing the justice system.

05-05-2015 - | Sexual Assault on Campus: New directions in policies, practices and prevention |

Sexual Assault on campus has been receiving a lot of attention, particularly with the White House Task Force to Protect Students from Sexual Assault report released in April 2014. Since then, we’ve seen California pass legislation requiring campuses to use an “affirmative consent” definition (aka “yes means yes”), a growing list of institutions being investigated by the Office of Civil Rights for Title IX violations, and two federal bills introduced specifically to address campus sexual assault. In Minnesota, one of MDH’s Sexual Violence Prevention Program’s key partners, the MN Coalition Against Sexual Assault (MNCASA), and several of our panelists have been working with legislators interested in issues related to improving prevention and response to campus sexual assault. Please join us for a panel discussion about what’s currently working and not working on campuses as well as a sense of what the future holds both legislatively and in terms of campus climate around sexual assault.

With an estimated 16 million users under the age of 18, it is impossible to deny that the Internet has changed the social life of youth. The Internet has influenced what youth know, and the way they think, feel, and behave. Clearly, the Internet has had a significant, positive impact in the lives of youth, but there is a dark side that we cannot deny. Pornography, gambling, sexual harassment, sex offenders, and online bullying; these are just a few of the issues youth face when they access the Internet.
This presentation will review the latest research related to youth and their online behavior. Particular attention will be paid to the sexual aspects of the Internet that influence youth in the online world. The presentation will also discuss what youth need to know to maintain emotional health in an electronic world and how adults can be involved in this process.
Presenter: Elizabeth Griffen
Elizabeth Griffin is a licensed Marriage and Family Therapist with over twenty - nine years experience assessing and treating adolescents and adults who struggle with sexual issues. Ms. Griffin lectures and consults nationally on the assessment and treatment of problematic online sexual behaviors, sexually compulsive behaviors, and sexual offending behaviors. She also lectures on Internet safety issues to a variety of audiences including youth. Ms. Griffin has published numerous academic articles on issues related to problematic sexual behavior both offline and online. She has also co-authored several books and workbooks including In the Shadows of the Net: Breaking Free of Compulsive Online Sexual Behavior, Cybersex Unhooked, Cybersex Unplugged, and Illegal Images: Critical Issues and Strategies for Addressing Child Pornography Use.

With the legislature starting at the end of February, now is a great time to build your confidence and skills for educating/talking with your legislators about the issues that matter to you. We know that the Civil Commitment Task Force recommendations will be on their agenda but what can we do to ensure that sexual violence prevention is on their agenda too?
We’ll start our presentation with an overview of the legislative process and quickly move into talking about how to create effective messages. Then, we’ll work in small groups to practice delivering our messages. You’ll leave this session with confidence and skills to use your personal stories to advance policies at the legislature...and at the community/organizational level as well.

Amy Brugh is a nonprofit consultant specializing in planning, facilitation and project management, with a particular focus in advocacy and public health. Previously she was the Director of External Relations at the Minnesota AIDS Project, where she was charged with advancing the fundraising, communications, public policy and volunteer programs, and the Public Affairs Director for Planned Parenthood of Minnesota, North Dakota, South Dakota, where she lobbied elected officials and conducted grassroots legislative and electoral campaigns.
Amy currently serves on the board of directors of the Minneapolis Bicycle Coalition, the Minnesota Council of Nonprofits, and MCN’s subsidiary organization, Nonprofit Insurance Advisors. She holds a Master’s degree in Community Health Education from the University of Minnesota School of Public Health.

Using recent public child sexual abuse allegations in youth sports and youth serving organizations as the backdrop, Yvonne Cournoyer, Sexual Violence Prevention Coordinator at the Minnesota Coalition Against Sexual Assault (MNCASA), will lead a discussion of what needs to change to create safe environments for children.
Yvonne will provide a brief case study of recent “scandals” to illustrate the gaps in current practice that allow sexual abuse to occur at such alarming rates. Yvonne will discuss that effecting the changes that will prevent children from ever experiencing sexual harm in these settings will require social change at all levels of society—from individuals to institutions. Bob Filipczak is Social Media Coordinator for MnDOT and the co-author of Generations at Work, published in 1999 and republished in 2012. He has been studying the different generations since about 1994 when he wrote a ground breaking article about Generation X for Training Magazine. Since initially studying the Boomers, Gen Xers, and Gen Yers, he has been neck-deep in studying the next generation of young people¿the Millennials. His presentation is entertaining, utilizes many ads and marketing campaigns and is amazingly insightful in terms of addressing the question: Are we messaging to the people we are trying to reach?

What does preventing adverse childhood experiences (ACEs) - including child sexual abuse - have to do with preventing diabetes, heart disease, obesity, early pregnancy, substance use, or improving education outcomes? Everything! We all have a pivotal role in promoting the conditions necessary to achieve the health and well-being we seek for our communities - no matter where you work in public health, policy, advocacy, education, social services. This SVPN meeting will provide you with an overview of the Adverse Childhood Experiences study, how its findings have been used to craft policies and advocacy messages, and the implications for sexual violence prevention work. We will describe the ways in which how we frame the story of child sexual abuse prevention - as advocates, policy makers, researchers, and practitioners - shapes our ability to achieve the change we are demanding. We will also explore how the ACE study has been used to create new frames that support our prevention efforts. This is a MNCASA prevention initiative designed to mobilize communities and engage broader audiences in actions they can take to make social change. Through previous roundtables and the MN Summit to Prevent Sexual Violence, MNCASA learned the importance of having an answer to the often asked question of What is the IT? What is it that I/we can do to prevent sexual violence?
While there is not one simple action nor answer to such questions, people, organizations and communities are able to Demand the Change when they see and hear practices they find offensive or believe feed the demand to treat children, young people and women as sexual objects or commodities that they are entitled to abuse, exploit and violate whether for individual or commercial gain.
Learn about how you can use this campaign and also use the power of stories to focus on solutions and successful action.

Preventing sexual violence requires multiple strategies. Creating sexually healthy environments for our children and youth means ensuring that they have the best and most reliable information about healthy sexuality. For several years in Minnesota, policy has been proposed to enhance the education that happens in public schools regarding sexuality, sexual health, and pregnancy prevention. This year, for the first time, the proposed policy language referred to sexual violence prevention as a goal of effective comprehensive sexual health education. Research evidence suggests that parents want their children to have good sexuality information and that a comprehensive approach is responsible and respectful of youth.
This panel presentation highlights Dr. Marla Eisenberg, Assistant Professor of Pediatrics in the Division of Adolescent Health and Medicine at the University of Minnesota. Dr. Eisenberg will be joined by Lorie Alveshare, Policy Director at MOAPPP, Frederick Ndip, Planned Parenthood, and Anna Schmitz, Planned Parenthood Teen Council. MDH and MNCASA staff will also participate in the panel discussion.
The goal of the presentation is to give participants the language to engage in productive conversation about the role of sexuality education in preventing sexual violence.
