MDH Homeland Security Exercise and Evaluation Program (HSEEP) Training Activity
This training consists of a group activity that uses 14 cards and a PowerPoint presentation. It shows the HSEEP exercise program from the HSEEP Volume II. The cards, Powerpoint presentation and instructions are included here.
The 14 cards and answer card represent specific steps taken during the development of an exercise. The steps are based on Homeland Security Exercise and Evaluation Program (HSEEP) Volume II Exercise Planning and Conduct. One side of the card gives the title of the step. The other side gives the timeframe when a specific activity will occur and the outcomes.
- HSEEP Training Cards
To help your staff become familiar with the HSEEP steps, divide your staff in small groups. Mix up the cards so they are not in the correct order. Give each group the 14 cards and hold back the answer card (Correct order of MDH HSEEP Training Cards). Their task is to put the cards in the correct order in the shortest time. Participants can look at both sides of the card as they decide the order of events.

After this activity, give the PowerPoint presentation. You may also provide a handout that shows the 14 cards and answer card, an acronym list and source of information.
This tool can be considered a brief outline of the steps to develop an exercise so your organization can use HSEEP standards.
