Validation is the name given to the automatic review of PPMRS data to verify accuracy. Validation runs separately for Budget and Finance/Staffing.

Finance and Staffing Validation

Validation is the automatic checking of PPMRS data to verify accuracy. After all forms have been submitted (please make sure to click submit on all forms upon completion), the validation will run and the CHS Administrator will receive an email from PPMRS with the results in a validation report.

If errors occurred, the validation report will identify the errors. All errors must be fixed by March 31, 2013. Therefore, we strongly encourage you to submit all forms in a timely manner to ensure that all errors can be fixed by the deadline. If no errors occurred, the email will confirm the completion of the Expenditures & Statistical Reporting.

For example, the Title V funds require a 50 percent match. After all forms have been submitted, PPMRS will verify that a 50 percent match has been entered. If the match is not met an email will be sent to the CHS Administrator with a validation report.

Please note that validation will occur between the Financial and Statistical forms. A complete list of validation is listed below. Each validation starts with a validation code (example: F1) and then a written explanation of the validation error.

F1 On the Recap/Expenditures form the state general fund total in the recap section must equal the state general fund total in the expenditures section.
F2 On the Recap/Expenditures form the Federal Title V funds total in the recap section must equal the Federal Title V funds total in the expenditures section.
F3 On the Recap/Expenditures form the Federal TANF funds total in the recap section must equal the Federal TANF funds total in the expenditures section.
F4 State General Funds carryover must equal what was on the Recap submitted in the prior year.
F5 Federal Title V carryover must equal what was on the Recap submitted in the prior year.
F6 TANF carryover must equal what was on the Recap submitted in the prior year.
F7 You exceeded the state general fund dollars available for Title V match.
F8 You exceeded the Medicaid dollars available for Title V and state general fund match.
F9 You exceeded the Medicare dollars available for state general fund match. The Medicare match dollars must be less than or equal to total Medicare dollars in the above expenditures section.
F10 You exceeded the Private Insurance dollars available for Title V and state general fund match.
F11 You exceeded the Local Tax dollars available for Title V and state general fund match. The Local Tax match dollars must be less than or equal to total Local Tax in the above expenditures section.
F12 You exceeded Client Fees available for Title V and state general fund match. The Client Fees match dollars must be less than or equal to total Client Fees dollars in the above expenditures section.
F13 You exceeded the Other Fees dollars available for state general fund match. The Other Fees match dollars must be less than or equal to total Other Fees in the above expenditures section.
F14 You exceeded the Other Local Funds dollars available for Title V and state general funds match.
F15 You exceeded the Other State Funds dollars available for Title V and state general funds match.
F16 The total state general funds match is less than 75 percent of the total state fund general expenditures.
F17 The total Title V funds match is less than 50 percent of the total Title V expenditures.
F18 On the Breakdown form the Federal Title V Match must equal the Match section amount used for Title V on the Recap/Expenditure form for Other and Local funds.
F19 On the Breakdown form the State General Fund Match must equal the Match section amount used for State General Fund on the Recap/Expenditure form for Other and Local funds.
F28 On the Title V Federal Funds Breakout by Priority form the total Title V Funds must equal the total Federal Title V Funds on the Recap/Expenditures form.

Budget Validation

There are no changes to the validation process for this cycle.

  • The 2014 Budget is due by Tuesday, December 31, 2013. The budget information will be collected through PPMRS.
  • The current budget information must be submitted at: LPH PPMRS. (Please note you will need your PPMRS ID and password to login. This is the same ID and password as in previous years and can be accessed by emailing health.ppmrs@state.mn.us.)
  • The current Budget Glossary is online for your reference.

For example, if you have $10,000 in local tax levy, you cannot use $10,000 of local tax levy for state general fund match and $10,000 of local tax levy for Title V match.
