Safe Harbor/No Wrong Door Supportive Services for Victims of Labor Trafficking
Labor trafficking and exploitation occurs when laws regarding worker treatment and compensation are violated and can include debt bondage as well as forced labor. Anyone regardless of age, documentation status, or background may experience labor exploitation and trafficking, however, minors and undocumented immigrants face more vulnerabilities, increasing their risk.
The purpose of the Safe Harbor/No Wrong Door Supportive Services for Victims of Labor Trafficking Grant Request for Proposals (RFP) is to provide support and services to victims/survivors of labor trafficking and exploitation, or to those at risk for these harms.

Supportive Services for Victims of Labor Trafficking: October 1, 2023 - June 30, 2026 (Total duration of all funds available).
Eligible applicants
Collaboration
Although collaborations are not required, they are highly recommended. Preference will be given to organizations that formally collaborate with Regional Navigators and other Safe Harbor partners.

All questions regarding this RFP must be submitted by email amanda.colegrove@state.mn.us or tasha.scott@state.mn.us. In the subject line of the email, include the phrase: “Labor Trafficking Grant RFP Question.” Applicants may also submit questions by phone during the informational call described below. Answers will be posted within two business days at Safe Harbor/No Wrong Door Labor Trafficking Supportive Services RFP Questions and Answers.
Please submit questions no later than 4:30 p.m. Central Time, on September 6, 2023.
To ensure the proper and fair evaluation of all applications, other communications regarding this RFP including verbal, telephone, written or internet initiated by or on behalf of any applicant to any employee of MDH, other than questions submitted as outlined above, are prohibited. Any violation of this prohibition may result in the disqualification of the applicant.

Letter of Intent (LOI): 11:59 p.m. (CDT), Friday, August 4, 2023. Applicant LOI’s must be sent via email. Please include subject line, “RFP LOI Safe Harbor Labor Trafficking Services.” Submit LOI to tasha.scott@state.mn.us. The LOI is strongly encouraged, but not required.
