Request for Proposals for Quit Partner™ Ambassadors

MDH is dedicating funds to offer community grants with the purpose of increasing awareness and knowledge of Quit Partner programs in communities that are disproportionally impacted by commercial tobacco and may have been targeted by the tobacco industry. This has led to higher commercial tobacco use within these communities.

The overall goal is to provide grant funding to engage community members to build trust in Quit Partner programs with the intention to increase utilization and ultimately reduce commercial tobacco use rates among adults within the communities.

Applications are strongly encouraged from organizations serving in communities of color, American Indian, and LGBTQ+ communities. Applicants are also encouraged to include cessation-focused communication and engagement strategies that help support people living with mental illnesses or substance use disorders, individuals that are pregnant, and individuals that use menthol-flavored commercial tobacco products in their application if these are identified as areas that are important in their community.

You must complete two separate steps:

  1. Submit an online application
  2. Email the following attachments to cessation@state.mn.us with the subject line “Quit Partner Ambassador Grant Application”:
    • Attachment B: Due Diligence Review Form (Word)
    • Letters of support
      • Optional attachment with community data. Within the online application, there will be questions around community data. If the data source you are using is neither in the RFP or available online, please email the data.

The last day questions may be submitted is Tuesday, November 30, 2021. All questions and answers will be posted publicly on this webpage, which will be updated on Tuesdays. Final answers will be posted on Tuesday, December 7, 2021.

Individual MDH staff are not authorized to discuss this RFP with any potential responders before the submission deadline. Contacting, or attempting to contact, anyone at MDH regarding this RFP other than through the form below may result in disqualification.

Are local governments eligible to apply?

Local governments would be eligible to apply if they meet all eligibility criteria stated in the RFP on page 9, section 1.4 Eligible Applicants.

If an organization is receiving money indirectly from MDH (via an advertising agency) for Quit Partner, can that organization still receive funding from this RFP if the work funded by this RFP is significantly different than the work being performed for the funds received from the advertising agency?

Organizations currently receiving funding from MDH (directly or indirectly) are not restricted from applying for this funding opportunity. All eligibility criteria apply, and proposed work must not be duplicative of other work funded by MDH. See RFP, page 9, section 1.4 Eligible Applicants.

If an organization recently applied for MDH’s Youth E-Cigarette Prevention and Cessation Initiative funding opportunity, are they eligible to apply for the Quit PartnerTM Ambassadors funding opportunity?

Organizations are not restricted from applying for the Quit PartnerTM Ambassadors funding opportunity if they recently applied for the Youth E-Cigarette Prevention and Cessation Initiative funding opportunity. All other eligibility criteria apply. See RFP, page 3, section 1.2 Program Description, and p. 9, section 1.4 Eligible Applicants for more detailed information.

If an organization receives Quit Partner funding indirectly through an advertising agency that is placing underwriting (non-commercial advertising) on behalf of Quit Partner to promote Quit Partners programs, does that disqualify the organization from receiving a Quit Partner Ambassadors grant?
