The Minnesota Department of Health requests proposals for a contractor to create, implement, and evaluate statewide tobacco cessation services designed to provide free cessation support to Minnesotans who need help quitting their use of commercial tobacco. Providing free and easy access to tobacco cessation services and support to Minnesotans in need, and closing the disparity gaps for the populations that are most harmed by commercial tobacco, are high priorities for the Department and are an integral component of its mission to protect, maintain, and improve the health of all Minnesotans.

The last day questions may be submitted is Thursday, October 10, 2019 at 4:00 p.m. Central Time. All questions and answers will be posted publicly on this webpage, which will be updated on Thursday, October 3, 2019 and Monday, October 14, 2019.

For requirement 10.A.8, due to the short timeline for response and implementation, would MDH consider amending the RFP language as follows?:

8. Applicant or applicant’s pharmacy must have the capacity to dispense and receive reimbursement for over-the-counter NRT to Minnesota Medicaid clients enrolled in the quitline. An assessment of feasibility to meet all requirements for registering as a pharmacy with the State of Minnesota will be conducted within one year of contract execution.

It is MDH’s full expectation that the selected vendor will be registered as a pharmacy with the State of Minnesota within one year of beginning service operations (on or before March 31, 2021).

For requirement 10.A.8, which Medicaid populations or segments does this requirement apply to and what are the expected volumes?

MDH is not able to provide expected volumes for Medicaid populations requesting NRT. Medical Assistance in Minnesota includes Medicaid and MinnesotaCare; the breakdown of insurance status (2015 data) can be found at: https://data.web.health.state.mn.us/web/mndata/insurance_basic.

For requirement 10.A.8, what are the Minnesota requirements to register as a pharmacy?

For requirement 10.A.8, does MDH have an expected consumer experience for executing the distribution of the NRT?

MDH expects that consumers will be able to order NRT over the phone or online, and that they will be shipped NRT directly to the address of their choosing (within Minnesota) as soon as possible after an order is requested.

For requirement 10.A.8, can MDH provide direction on expected requirements from the State Medicaid Office and the State Pharmacy Board for which the bidder will be required to comply?

Does the vendor need to submit the Equal Pay Certificate Application and pay the application fee prior to award of the contract in order to complete the Equal Pay Certificate Form that is required with submission of the proposal (See RFP, page 31).

Yes, the Equal Pay Certificate application form is required with the proposal submission. Can respondents submit the proposal and calls on a labeled flash drive versus a CD-ROM or DVD?

Proposals may not be submitted on a labeled flash drive. Proposals must be submitted as hard copies (all seven (7) copies must be hard copies).

De-identified recorded copies of actual calls, coaching sessions, or both, may be provided on a labeled flash drive versus CD-ROM or DVD.

Due to the number of paper copies requested and with consideration for the environment, would the State allow bidders to provide the requested Printed Materials on a CD-ROM or DVD instead of in hard copy?

The State can only accept hard (paper) copies of contract proposals (excluding attachments that are required in a different format).

Please confirm that the 6 page limit for the sample standard data extraction and data dictionary means that MDH will allow up to 6 pages per report type/ variable, not 6 pages total for all report types/ variables.

The page limit is 6 pages total. Please include a list of all variables that are typically provided to clients as part of regular data transfers, and their definitions, and a description of how the data are transferred to clients (e.g., secure FTP, secure email) and the format in which the data are provided (e.g., CSV file, excel file, PDF). If 6 pages is not sufficient to list all variables provided to clients, please indicate how many additional unique variables are typically provided to clients as part of the 6 page limit.

Please confirm that all seven (7) copies must be signed in ink. Would MHD accept one (1) original signed in ink and six (6) identical copies?

On pg. 31 of the tobacco cessation RFP there is a State of MN – Equal Pay Certificate form and the last row of the form asks for Issuing Entity and Project # or Lease Address. Can you please advise on what information should go there?

The last line of the Equal Pay Certificate Form could be completed as "Minnesota Department of Health" (Issuing Entity) and the Project # or Leasing Address can be completed as "not known at this time".

QUITPLAN® Services reported the following data for FY2019, average number of:

Yes. Currently, QUITPLAN® Services provides the option of a four week supply of combination NRT for the QUITPLAN Helpline (telephone counseling for uninsured and underinsured).
