Study of Telehealth Expansion and Payment Parity: Final Report to the Minnesota Legislature
This final report to the Minnesota Legislature summarizes findings from a wide range of qualitative and quantitative studies conducted by MDH and its partners. A synthesis of study results suggests the overall conclusion that, to date, telehealth has expanded access to health care without appearing to compromise health care quality or patient satisfaction. The report relies on data from the MN APCD and several other sources.

Supplement A: Center for Evidence-based Policy (CEbP) (PDF) – This supplement by the Center for Evidence-based Policy (CEbP) provides an overview of the existing research on audio-only telehealth and an environmental scan on the use and effectiveness of audio-only telehealth for specific conditions and populations.

- Supplement B: Minnesota Electronic Health Record Consortium (MNEHRC) (PDF) – This supplement by the Minnesota Electronic Health Record Consortium (MNEHRC) uses electronic health record data to analyze outpatient use of telehealth and prevalence of audio-only and audio-visual telehealth use from 2018 to 2022, as well as telehealth's impact on quality of care.
- Supplement C: Mathematica Inc. (PDF) – This supplement by Mathematica Inc. evaluates the impact of telehealth expansion and payment parity through the 2021 Minnesota Telehealth Act on the use of health care services covered by private sector health insurance and Medicare Advantage in Minnesota.
- Supplement D: Oliver Wyman Inc. (PDF) – This supplement by Oliver Wyman analyzes the impact telehealth services have had on health care spending from 2019 to 2021 and considers the projected influence that telehealth services could have on future premium rates in Minnesota's private sector (commercial) health care market.
- Supplement E: SDK Communications (PDF) – This supplement by SDK Communications contains findings from interviews with operations and business analysis leaders of large health care provider systems, small community-centered clinics, and community-based advocates, public health professionals, and individual patients.
- Supplement F: Wilder Research (PDF) – This supplement by Wilder Research shares findings from a qualitative study based on interviews with 30 service recipients and 20 health care providers, as well as individual and group interviews with 16 leadership representative and five health plan companies.
Types of Authority and Description of Changes to Data Elements
This document documents changes to Appendices A – C, since they were published as proposed data elements. It details the (1) element number as used in the appendices, (2) the element name, (3) the types of authority mandating the collection of the particular element, (4) the written comments received during the 30-day public comment period that are specific to the elements, (5) the Department’s response to comments received, and (6) the changes made to the appendices since publication of the proposed rule.
