Small Group and Individual Health Insurance Market Survey
Under Minnesota law, the Minnesota Department of Health (MDH) is charged with conducting data and research initiatives in order to monitor and improve the efficiency and effectiveness of health care in Minnesota, including data collection and research to monitor access, utilization, quality and cost of health care services. (Minnesota Statutes, sections 62J.301 & 62J.38)
MDH is currently collecting information from health plan companies with annual premiums of $2.5 million or more in either the individual or small group health insurance market, as well as companies offering products on MNsure in 2014. The information collected pertains to enrollment, benefits, premiums, and utilization for products offered in the respective market spaces. The purpose of this survey is to monitor trends in the private market and evaluate the impact of insurance market changes.
As provided under Minnesota Statutes, section 62J.321, all information collected is non-public and will not be released except in aggregate form. No health plan or company will be identifiable from any public release that is based on this data, aside from describing market share in the individual and small group markets.
