Hemp-Derived Cannabinoid Products

The law that legalizes adult use of cannabis in Minnesota includes regulations that address the public health and safety protections for hemp-derived cannabinoid products (e.g., edible cannabinoid products) sold in the state.

The law transfers regulatory authority of these products from the Board of Pharmacy to the Office of Medical Cannabis at the Minnesota Department of Health.

Registration information for businesses

By Oct. 1, 2023, all establishments (including exclusive liquor stores) that sell hemp-derived cannabinoid products containing THC, CBD, or both, must register with the State of Minnesota. There is no cost to register.

The registration form is now available! Go to the Hemp Derived Cannabinoid Products Business Registration Form. Once registration has been completed, the owner will receive a registration certificate via e-mail. This certificate contains a unique ID number and will be the proof of registration for the business. Please remember to keep a copy of the email for your records.

What to do if your registration information has changed. If you have previously registered and a portion of your registration information has changed, please complete the Hemp Derived Cannabinoid Products Business Registration Change Form.

Age restriction

Hemp-derived cannabinoid edibles or beverages may only be sold to people ages 21 or older. The retailer must verify the buyer’s age through a valid state-issued driver’s license or identification card, Tribal identification card, passport, instructional permit, or Canadian driver’s license.
