2026 Repeal of Health Risk Values Rule
In March 2002, the Minnesota Department of Health (MDH) promulgated Health Risk Values (HRVs) – Minnesota Rules 4717.8000 to 4717.8600 – for chemicals in ambient air. These values were meant to help evaluate potential health risks from air pollution.
MDH is proposing to remove the now outdated HRV rules through the Minnesota Administrative Procedure Act process for repealing obsolete rules.
The 2002 HRVs have not been updated to reflect current science, methods, or toxicology data. MDH no longer recommends using these values, and in some cases, newer and more accurate Air Guidance Values are available. Keeping outdated values in rule makes it harder for MDH to provide the best and most up-to-date air quality guidance.
