The individual health insurance market is available for Minnesotans and their families who do not have access to employer-based coverage and are not eligible for coverage through public programs such as Medicare, Medicaid (called “Medical Assistance” in Minnesota) and MinnesotaCare. Consumer protections required in these plans include coverage for preexisting conditions and free preventive care, as well as coverage for prescription drugs and substance use disorder and mental health treatment.

Five health plans are approved to sell individual health coverage in 2026. They offer a total of 19 networks. 16 of these networks, from five different health plans, are offered on MNsure, Minnesota's online health insurance marketplace.

Minnesotans can purchase individual and family health coverage through MNsure, through an insurance agent or broker, or directly from a health plan. MNsure allows individuals and families to shop, compare and choose health insurance coverage that meets their needs and is the only place to apply for financial help to lower the cost of monthly insurance premiums and out-of-pocket costs. MNsure offers free in-person help through their statewide network of certified navigators and brokers.

The Minnesota Department of Commerce approves rates for individual market products. For information on rates and how they are determined, visit the Commerce website.

Health insurers offering networks for individuals, families, and small employers must meet certain state standards for geographic access. In some situations, they may be unable to meet these standards and are required to submit a Waiver request. Please see our Network Waivers page for approved plan networks.
